Natural Law governs all life, from the galaxies to the solar system to our planet Earth; and certainly our own lives are governed by Natural Law. The Natural Law Party has the knowledge to bring the support of Natural Law to every individual and the whole of the United Kingdom. Our national life will be in harmony with Natural Law, and everyone will enjoy peace, happiness and prosperity. We have the scientific knowledge to create a government as efficient and nourishing as the government of Nature." #### A turning point in politics and government Today we stand at a turning point in politics and government. A growing number of people are realising that government is not serving us well, and that the political ideas on which government is run are outdated. It is clear that the traditional political philosophies of Left and Right are no longer relevant in the affairs of running a country. There is an urgent need for this vacuum to be filled. For the sake of the future of our nation, this void must be filled with a new approach that is both intelligent and effective. This change in the political mood of the country was expressed by Lord Rees-Mogg, a leading political commentator, in the following words: "This is probably going to be one of the elections that reveals a shift of consciousness in British politics." ( The Times , 20 March 1997) Even the most committed supporters of the traditional parties are now realising that these parties have no fresh practical ideas to achieve results. If governments run by the old political parties have not fulfilled their electoral promises in the past, why should they be able to do so now? #### An urgent need for new principles of government There is an urgent need for new principles in the field of government, so that the fields of politics and government can be transformed from their present tarnished state into something worthy of governing the country. Government is there to govern, to move life forward, to solve problems, to create progress. However, government cannot do this unless it has the intelligence and knowledge to do so. The incapacity of government today results from the completely inadequate knowledge on which it is based. It is naive to imagine that the same old approach can bring fulfilment to the nation. How can the knowledge and policies that have contributed to the growth of so many problems suddenly solve them? Yet this is what the electorate is expected to believe, election after election. #### Government is not fit to govern if it cannot solve problems Government has the authority to create laws and administer the nation. It should be self-sufficient to promote and create the well-being and progress of everyone. If the government claims that it has insufficient resources to fulfil its pledges, it is not a proper government, it is not a successful government. In this country, the government is spending 300 billion every year (43% of our collective earnings), the national debt is at an unprecedented level (380 billion), and yet the government is still unable to solve the problems that beset national life. Recent reports show that runaway growth in the health and social security budgets (two of the largest areas of public expenditure) will mean that the next government is almost certain to overshoot its public-spending targets. In virtually every department of government the picture is the same. This situation is clearly absurd. No other organisation would be allowed to continue in this fashion; it would have been declared bankrupt many years ago. This is precisely what government is: it is bankrupt, and this bankruptcy arises from a bankruptcy of knowledge. #### Only a new seed will yield a new crop Only by basing government on new knowledge can we rise out of this unfortunate situation. This is why the Natural Law Party was formed - to bring reliable and more comprehensive knowledge into the field of government. #### Nature's Government - the perfect government Everything in the universe is already administered by Natural Law. There is a natural hierarchy in the administration of the universe, from the universe as a whole, to our galaxy and solar system, to our planet Earth. This hierarchy in Nature's administration results in perfect integration and harmony in the functioning of all parts of the cosmos. What has been lacking so far is the application of this principle in national and local government, as well as in international affairs. #### Complete knowledge of Natural Law is now available The knowledge of Natural Law now available is complete enough to create a system of administration based on Natural Law and to structure a government that utilises the same infinite organising power of Nature that is already silently administering the entire universe without a problem. Modern science has revealed that all the innumerable Laws of Nature that govern the infinite diversity making up our universe have their source in the Unified Field, a field of pure, infinite intelligence. The theories of modern physics have revealed the existence of the Unified Field of all the Laws of Nature, and, as these theories continue to evolve, they unveil more and more knowledge about the qualities of this field of pure intelligence. Modern science deals with the physical world as co-ordinated by the Laws of Nature. The ancient knowledge of Vedic Science (recently brought to light in a complete form by Maharishi Mahesh Yogi), deals not only with the physical world, but also with the basis of the physical world in the field of intelligence or consciousness. Through Maharishi's Vedic Science, complete knowledge of Natural Law is available, with the procedures to enliven Natural Law in every field of life. Maharishi's Vedic Science reveals that the field of infinite intelligence that modern science has discovered as the Unified Field resides within everyone in their own consciousness. Maharishi's Vedic Science thus integrates the objective and subjective means of gaining knowledge. When individual consciousness is fully developed, individual intelligence becomes aligned with the infinite intelligence of Nature. Fully awake consciousness results in individual thought and action fully in accord with Natural Law. Similarly, when collective consciousness is coherent and awake, the life of the nation grows to be in tune with Natural Law. Maharishi's Vedic Science identifies 40 fundamental values of Natural Law, or modes of Nature's intelligence. A key discovery recently made in the understanding of human physiology has revealed that these 40 basic aspects of Natural Law can be precisely located in the structure and functioning of the human physiology. This discovery explains how it is possible on the physical level for human activity to be fully in tune with Natural Law. (See the section on Health.) #### Time for a transformation of knowledge The approach of modern science has led to a fragmented method of using the Laws of Nature. Specific Laws of Nature are used to produce specific effects, without taking into account the totality of Nature, and thus ignoring the cascade of other, often undesirable, effects that might be created. This fragmented approach has led to innumerable hazards in medicine, agriculture and food, industry, the environment, and indeed in all areas of modern life. In contrast, the holistic approach of Maharishi's Vedic Science always upholds the totality of Natural Law at the same time as dealing with the specific Laws of Nature. It is time for a transformation of knowledge itself. It is not just that the modern scientific approach is incomplete: it has even become enshrined in law. This occurred before its damage and dangers became evident, and yet the law of the land still defends technologies based on the limited approach of modern science (in the fields of medicine, agriculture and defence for example), even when better and more comprehensive alternatives are known. The programmes of the Natural Law Party are based on the complete holistic knowledge of Natural Law. #### Government is the innocent mirror of the national consciousness The success of government depends on the level of creativity, dynamism and coherence in the nation. The government is an innocent mirror of the collective consciousness of the nation. If the nation is not strong and integrated, no government policy, no matter how wise or how well conceived, will be able to generate progress and success. Until now, this important element has been missing from the functioning of government, and, as a result, government has continued to be beset by problems. This is why governments have continued to perform with lack of efficiency and effectiveness and have not succeeded in fulfilling their responsibilities to the nation. #### Natural Law and the Constitution of the Universe An examination of the qualities of the Unified Field reveals it to be the "Constitution of the Universe" - the home of all the Laws of Nature that govern everything in the cosmos. (See section entitled Constitution of the Universe). Enlivening this field of infinite intelligence in individual and collective consciousness means that this governing intelligence of Nature is available in our lives, individually and collectively. #### Creating coherence in national consciousness - one fundamental solution to all problems in the nation The Natural Law Party therefore regards the enlivenment of the Unified Field of Natural Law in the national consciousness as a priority, in order to create a coherent, positive and integrated nation. The first action of a Natural Law Party government will be to implement a reliable and tested technology to create this effect in national consciousness. This technology, which has been examined rigorously by scientific research, involves setting up a group of experts in Maharishi's Transcendental Meditation and TM-Sidhi programme, including Yogic Flying. The creation of such a group is easy to accomplish, and the results are reliable and profound. A group of experts in Yogic Flying will have an immediate and lasting effect in the life of the nation. Life will grow to be in tune with Natural Law, success will become the hallmark of the nation, and effective solutions will be found to the deep and intractable problems that we currently face in all areas of life. Such a group of experts in the Transcendental Meditation and TM-Sidhi programme has therefore been termed "A Group for a Government". A group of 7,000 experts in this coherence-creating technology will make government really competent to improve every aspect of the life of the nation. #### Demonstration project in Washington, D.C., validating the effectiveness of the Group for a Government technology In 1993, the effectiveness of the coherence-creating technology of a group of experts in Yogic Flying was demonstrated in Washington, D.C., in the USA, which is appropriately known as the "crime capital of America". 4,000 experts in Yogic Flying assembled in Washington, D.C., over a period of two months. The influence of positivity and coherence that they created was sufficiently strong to reduce violent crime by 20% from predicted trends and reverse the declining fortunes of Congress and President Clinton. After the project finished, crime rose and conflict and dissension again overtook the American government. This demonstration project replicated the results of 40 previous studies, including another in Washington, D.C., in the 1980s. It is interesting to note that despite the overwhelming scientific evidence, which was scrutinised by an independent panel of scientists, both the local Washington government and the USA federal government ignored these findings. As a consequence, they continue to struggle with a rising crime rate and problems in national government. #### British study confirms this effective method of reducing crime A study published in 1996 in a leading British crime journal, Psychology, Crime and Law (1996, vol 2:3, pages 165-174), has given a firm confirmation of just how effective a group of experts in Yogic Flying is in reducing crime and negativity. This study shows that in 1988 the crime rate in Merseyside was significantly reduced compared to 1987 and previous years, as a result of a group of people in nearby Skelmersdale and others in Liverpool engaged in the daily practice of Maharishi's Transcendental Meditation and TM-Sidhi programme, including Yogic Flying. In each of the subsequent years between 1989 to 1993, Merseyside crime trends were significantly better than the national crime rate. In 1987 Merseyside had the third highest crime rate of all 11 metropolitan areas in England and Wales; in 1993, by the end of the study, it had the lowest crime rate of all the metropolitan areas. Overall, during the six-year period of the study, crime in Merseyside fell by 15% while crime in the rest of the country rose by 45%. This represents a 60% relative drop in crime. This study was the first of its kind to be conducted on crime trends in Great Britain. The powerful statistical technique of time series analysis, which was used in the study, clearly showed that the dramatic relative reduction in crime rate was not due to other factors, including unemployment, policing methods, population trends, or other strategies such as drug rehabilitation initiatives. The research established that the group of experts in Yogic Flying was the key factor in reducing crime. #### The full creative potential of everyone as the most important national resource In every field of national life, our most important resource is human creativity and intelligence. The effective and intelligent use of all other resources depends on how we utilise the human potential of the nation. If we do not allow that potential to be expressed, then no amount of finance or material resources can ever compensate. Yet, at present, we do little to cultivate this precious resource. Let us give two illustrations: Firstly, it is well known in modern psychology that we generally use only a very small fraction of our full creative potential, perhaps around 5%. Little or no systematic attention is placed on this factor in education. Therefore, individually, in every organisation, and in the country as a whole, we are acting with only about one twentieth or even less of our full capacity. We cannot even begin to calculate the resulting loss to progress, happiness and prosperity. The Natural Law Party regards the full development of the consciousness of every student as the fundamental of education; without focusing on this element, education is meaningless. The Natural Law Party advocates that the most effective method for developing the full creative intelligence of every student and teacher should be introduced throughout education. There is abundant scientific research showing that the Transcendental Meditation and TM-Sidhi programme is the most effective known method in this area and is therefore one of the programmes that the Natural Law Party will promote in education (see section on Education). For all areas of administration, the Natural Law Party includes in its policies tested and effective programmes to unfold and use this most precious of all resources - the full creative potential of the whole population. Another example is in the field of health. Every year, millions of people in this country unnecessarily suffer from serious illness and early mortality. This is simply because inadequate attention is paid to prevention in our health care service, and because we persist in using medicines and other forms of treatment that create serious negative side-effects, including major illness and death, even though there is abundant evidence to show that other effective methods are available that do not have these adverse side-effects. (By some estimates, about one third of all illness in developed countries is caused by medical intervention.) The loss to national life is again incalculable, even setting aside the unnecessary suffering and hardship experienced by millions of our population. The Natural Law Party's health care policies focus on prevention and the use of the most effective health care programmes, emphasising the best of natural health care and thus avoiding many of the adverse and life-threatening side-effects of current methods of medicine (see section on Health). Similar strategies are employed in all areas of administration, as outlined in the following pages. #### Placing the health and happiness of everyone at the heart of politics This emphasis on the expression of the full creative potential of every person means that the Natural Law Party places the health, happiness and fulfilment of everyone at the heart of politics. Currently, political parties place so much emphasis on administrative procedures and financial issues, that human factors remain a secondary concern of government. Inevitably, everyone is frustrated because the government does not appear to be concerned with their personal fulfilment. The Natural Law Party will remedy this unfortunate situation by introducing programmes that allow everyone to develop and express their full potential in their chosen field of life, and by making sure that life is always put before political, financial, or administrative concerns. #### Prosperity on the ground of creativity and happiness The primary target of a Natural Law Party government is fulfilment for every citizen. We recognise that the pursuit of wealth without inner happiness and stability exhausts the life of the nation. Government has become so focused on financial issues that national life has become overtaken by the notion that economics is the basis of life. Almost every index of success is in financial terms; even the overall performance of the nation is in terms of its overall economic output rather than its quality of life. The whole field of life has become sacrificed for money. The policies of the Natural Law Party remedy this imbalance, placing life at the basis of economics, and giving the foundation for true prosperity, which will naturally flourish on the ground of creativity born of happiness. #### All-party government - bringing an end to conflict in politics The Natural Law Party will introduce an effective form of all-party government. The current situation, in which only the ruling party has a real say in government, disenfranchises a large proportion (usually a majority) of the population. Opposition is built into the very process of government, resulting in a high level of inertia and seriously blunting the effectiveness of all aspects of government. Until now, an all-party government would have been difficult, if not impossible, to implement due to the high degree of stress and incoherence in collective consciousness. By having as a priority the formation of A Group for a Government - a permanent group of experts in the Transcendental Meditation and TM-Sidhi programme - the Natural Law Party will create an integrated national consciousness, on the ground of which a true all-party government can be formed, where the best minds from all parts of the political spectrum can make their contribution. #### Using talented experts to run government departments Another new feature of government that the Natural Law Party will introduce is to appoint creative and talented experts to run the various departments of government. Those who have demonstrated brilliant leadership in their careers, irrespective of their political allegiances, will be invited to head the relevant government departments. In this way, the most capable, experienced and gifted people can use their talents to bring success and fulfilment to the nation. #### The five essentials of successful government In order for government to secure its success, it must ensure that national life is in tune with Natural Law. The infinite evolutionary organising power of Nature will then be available for structuring the progress and fulfilment of all areas of life in the nation. Because life in the nation today is not lived in accord with Natural Law, government lacks the ingredients essential for successful administration. There are five key elements that are at present missing from government and which should be introduced to bring the support of Natural Law to the individual and society. These five ingredients may be summarised as follows: * The development of consciousness, which is provided by Maharishi's Transcendental Meditation and TM-Sidhi programme, so that everyone can express their full potential and enjoy happiness and fulfilment in their daily life. * Training everyone to assess the level of balance or imbalance in their physiology, so that they can gauge their state of health and take any necessary remedial action to avert illness. This is easily accomplished through a simple and easily learned method of self-pulse reading (part of Maharishi's Vedic Approach to Health). Such a simple strategy will avoid untold illness and suffering, maintain good health throughout the population and also result in substantial savings in the health budget. * Maintaining the collective health of the nation, through groups of experts in the coherence-creating technology of Yogic Flying * Ensuring that the life of the individual and the nation are in tune with Natural Law, in the immediate environment and throughout the cosmos. Human life must function in harmony with its cosmic counterparts - the planets and stars - and any unfavourable planetary influences must be neutralised * Making sure that town and country planning takes into account proper principles of Natural Law, so that one's surroundings at home and at work, and the whole environment, support and nourish life, health, and happiness. In particular, it is important to ensure that all government buildings and entrances to the country are in accord with Natural Law, to make sure there is no hampering influence on the good fortune of the population. For example, the orientation of government buildings is a crucial factor. According to the Vedic science of Maharishi Sthapatya Veda, southern entrances, for instance, act as a steady drain on the good fortune of the occupants. (It is interesting to note that these principles are found in some of Britain's cultural traditions. In East Anglia, for example, right up to the nineteenth century, it was acknowledged that buildings should have their entrances to the east; south-facing entrances were avoided as creating undesirable effects.) For a fuller description of these five elements currently missing from government, please see section on Health. #### Support of Natural Law means good fortune To raise the country out of problems, and to ensure the prosperity, progress and good fortune of the nation in the future, it is important that all areas of the knowledge of Natural Law are given proper attention, and all necessary programmes implemented to bring life in tune with Natural Law. The support of Natural Law means good fortune, both for the individual and for the nation as a whole. Support of Nature means: everything becomes favourable for unrestricted progress and smooth success. This has always been considered to be beyond the control of governments. Only the Natural Law Party has the policies to safeguard the good fortune of the nation; there is no way to rise above problems other than by bringing life in accord with Natural Law. #### Natural Law Party government will prevent problems from arising The Natural Law Party is offering a new definition of government. Any government worthy of the name government should have the ability to prevent problems. Otherwise, it is not a government; it is a football of situations and circumstances. Any political party that cannot demonstrate that its policies will prevent problems and which cannot provide the scientific validation for the effectiveness of its programmes should stand aside and not present itself as a candidate for governing the nation. It is remarkable that the old political parties, who have demonstrated their failure government after government, return to the population with the same agenda to ask for their vote yet again, and ask them to bear their incompetence for yet another term in office. This irresponsibility should alert every voter to make his or her choice carefully, and only after gaining deep and thorough knowledge about each party. In the past, all parties had the same record of limited success on the basis of limited knowledge. Every voter now has a new alternative, the Natural Law Party, which offers the new element of flawless administration - the ability to govern as efficiently and perfectly as the government of the universe, Natural Law. Good government means maintaining a strong, integrated national consciousness. Then negative trends will not arise, just as darkness cannot survive in the presence of light. The Natural Law Party has the competence to maintain a strong influence of peace, positivity and harmony in Britain. The Natural Law Party will create a government that will indeed be a sovereign authority, in whose domain problems are easily resolved and further problems simply do not arise. #### Britain's responsibility in the world family Britain has traditionally been proud of its role on the international stage; the Commonwealth is a substantial forum for international affairs, and the United Kingdom has maintained its position in the United Nations as a permanent member of the Security Council. However, we in the United Kingdom should be aware that the so-called "Security Council" is a place of competition to create and sell arms that wreak destruction around the world. Throughout the world it is common knowledge that these leading nations, who are also the main arms manufacturers, fuel many conflicts by supplying arms to both sides. The United Nations is a convenient vehicle for these nations to hide behind world opinion. The reason for this behaviour is clear: the government can only act in accordance with the quality of national consciousness. If national consciousness is stressed due to the violation of the Laws of Nature by the population, it is inevitable that the government will also violate the Laws of Nature and become a source of negativity in the world. Unfortunately, such negative action by the government also reflects on the quality of life in Britain. "As you sow, so shall you reap" is a well-known proverb in all cultures. When the government promotes the sale of arms in other countries, this automatically leads to increased violence, crime and terrorism in our own country. The United Kingdom should lead the way in remedying this deplorable situation. Coherence must be created in the collective consciousness, and on this basis we must stop selling arms and instead become the purveyors of peace. The Natural Law Party, having a presence in 50 countries, is making a strong stand to end the era of negativity and destruction produced by the sale of arms and other life-damaging merchandise, and to promote throughout the world a system of government that will restore the true dignity of life. #### The Natural Law Party as a unifying force in world politics The United Kingdom was the first country to see the formation of the Natural Law Party (in 1992, just before the General Election of that year). The party is now active in 50 countries, and three annual international conventions have been held. Because the Natural Law Party bases its policies not on political ideas, but on a practical, scientific approach, the Natural Law Party has universal appeal. As a result, the Natural Law Party can itself be an important means to create unity and integration in the family of nations. Introducing Natural Law based programmes brings fulfilment to administration in each country; the universal principles of Natural Law apply to government everywhere. As the values of Natural Law rise in each country, harmony grows among nations. #### Solving the dilemma in Europe - strengthening both sovereignty and unity The present political battleground regarding the European Union is an expression of the need to reconcile two critical factors: unity and sovereignty. The widely-held opinion is that it is not possible to uphold both simultaneously; they are seen as mutually exclusive. On the one hand, the growing unity in Europe has brought distinct advantages, such as the lifting of trade restrictions and the freedom of travel and residence. On the other hand, there is great alarm that Britain is rapidly losing its sovereignty, together with all the attendant risks that this involves. Already, it is clear that many of the rules and regulations devised and administered from Brussels are not in our national interest. In reality, unity and sovereignty are not opposing concepts, they are complementary. Everywhere in Nature we see the co-existence of differences; opposite values are not at odds, they contribute to the richness of Nature. This is because Natural Law has two complementary values: the universal value of Natural Law - which is the same everywhere and at all times, and the specific values of Natural Law governing the infinite multiplicity of forms and activities found throughout the cosmos. Everything in Nature has its sovereignty, and yet contributes to the unified wholeness of the universe. This principle of Nature's functioning, when applied to the field of government, solves the apparent dichotomy of interest between unity and sovereignty in the European Union. The creation of coherence in the national consciousness and the implementation of Natural Law programmes in each area of administration ensure that life in each nation enjoys sovereignty based on the support of Natural Law, while creating a unifying influence among the nations of the Union. Furthermore, since the Natural Law Party is the only party that has an integrated and unified platform throughout the nations of the European Union, it is the only party in a position to act on the political level to integrate the need for sovereignty with the need for unity. Thus, the sovereignty of Britain and all EU nations will remain fully intact, while they work together harmoniously on matters of common interest. #### A summary of the Natural Law Party's approach to government The Natural Law Party's approach to government can be summarised as consisting of three main ingredients: 1. Bringing the support of Natural Law to the life of the nation by creating coherence in the national consciousness. 2. Implementing in each area of administration Natural Law policies and programmes that create maximum success, solve problems, and integrate the needs of that area with all other areas of administration. 3. Taking remedial measures to solve the pressing problems that exist now as a result of years during which the principles of Natural Law were ignored in the administration of the nation. #### The Natural Law Party's role in safeguarding the and security of the people The Natural Law Party is always vigilant to ensure that any existing or new technologies do not pose any threat to our health and security, or even to our very existence. The Natural Law Party uses as a yardstick the concept of action in accord with Natural Law. This principle will be found throughout our Manifesto, in areas such as health, the environment and agriculture. If a method or technology used in a particular area is clearly violating the Laws of Nature, then sooner or later we can expect it to produce negative and unwanted effects in our lives and in the whole environment. Procedures that are in tune with Natural Law have the opposite effect: they nourish all of life. One prominent example of this approach is the Natural Law Party's world-wide campaign for a moratorium on the of genetically engineered foods. A careful scientific inspection of genetic engineering (which is in fact far too approximate and haphazard to be called "engineering") reveals that there are many potentially lethal dangers and uncertainties involved. There is a wide spectrum of hazards to human health, to the health and well-being of many species in the plant and animal kingdoms, and to the whole environment. Once a genetically-modified organism has been released into our environment, then, unlike a product on a supermarket shelf, it cannot be recalled. Because it bases its position on scientific principles, the Natural Law Party is uniquely placed to ensure that our health and safety, together with that of our environment, are not compromised or jeopardised for any other interests. The Natural Law Party insists that policy on these important issues must be determined on the basis of scientific knowledge, not on opinion, and not on lobbying pressure from vested interests. #### The Natural Law Party can create a perfect government By introducing policies and programmes that unfold the full potential of human life and use the comprehensive knowledge of Natural Law to create progress and success in each field of administration, the Natural Law Party is confident that it can create a perfect government and a healthy, happy, invincible nation. We can generate a strong influence of positivity and integration, which will neutralise negativity and stress in the nation, and radiate a nourishing and positive influence in the world. We are presenting this message of government through Natural Law with the conviction that it is based on reliable, practical, and profound knowledge. Under the nourishing care of Natural Law, the new government of the United Kingdom can be an exemplary government in the world, a guiding light in the family of nations. National consciousness will be free from stress and strain. Everyone will be able to fulfil their desires while naturally and spontaneously promoting the interests of the whole society. A GROUP FOR A GOVERNMENT DEMONSTRATED POLITICALLY IN MOZAMBIQUE AND SCIENTIFICALLY IN MERSEYSIDE AND WASHINGTON, D.C. The positive effects of A Group for a Government have been demonstrated politically by President Chissano of Mozambique. When he created A Group for a Government in his nation, political peace came to the land after nearly 30 years of war and a devastating two-year drought came to an end. has also been proved scientifically in a $5.7 million 2-month demonstration project in Washington, D.C. Before the Group for a Government global demonstration project began in Washington, D.C., the government of the United States was suffering from repeated mistakes, embarrassing failures and a disastrous fall in public confidence. Following the arrival of the first group of Yogic Flyers on June 7, there was a marked upsurge in the success and effectiveness of the US Government, including a more co-operative and harmonious atmosphere in Congress, more popularity for the US government, and improved relations between the USA and other nations. The press commented on the sudden dramatic improvement in mood in Washington, and pointed out that there seemed to be no way of explaining it. They used phrases like: "Bill Clinton's brightening sky ..... what a difference a week makes" ( New York Times ) and "One may wonder whether Clinton really turned things around or if something else is going on." On the basis of previous research on coherence-creating groups of Yogic Flyers, scientists had told a public news conference in Washington that a dramatic improvement of this kind would take place when the group of Yogic Flyers assembled there. At the same time they predicted that after the assembly ended, these positive trends would begin to be reversed. This prediction too was borne out in fact. Immediately following the assembly, the atmosphere of harmony and co-operation in Washington decreased; partisan rivalry in Congress rose; and support for the Clinton Administration's foreign policy declined. The study found that in 1988 the crime rate in Merseyside was significantly reduced compared to 1987 and previous years, as a result of a group of people in nearby Skelmersdale and others in Liverpool practising the Transcendental Meditation and TM-Sidhi programme of Maharishi Mahesh Yogi. In each of the years 1989 to 1993 Merseyside crime rate performed significantly better than the national crime rate while the group of experts in Transcendental Meditation and Yogic Flying was maintained at the same level. In 1987 Merseyside had the third highest crime rate in England and Wales; in 1993, by the end of the study, it had the lowest crime rate of all the 11 metropolitan areas. Overall, during the six-year period of the study, crime in Merseyside fell by 15% while crime in the rest of the country rose by 45%. The study used the powerful statistical technique of time-series analysis which showed that the group of Yogic Flyers was the key factor in reducing crime. The results showed that the reduction in crime was not due to other factors such as unemployment, police practice, population trends, and drug rehabilitation initiatives. All these validations of the Maharishi Effect demonstrate clearly that A Group for a Government is the basis for successful government and a peaceful, happy world, free from violence and crime. ### 4. The Natural Law Party believes that the administration of the nation should be in the hands of the most successful individuals in the country - those who have already demonstrated in their own lives the highest degree of creativity, alertness, organising power and good fortune. If such individuals were to run the government then they would automatically bring to government the success and the support of Natural Law that they enjoy in their own lives. The prime minister will delegate responsibility and power for each area of government to the successful people invited to run that area. PARTY POLITICS IS A FAILURE The current system of party politics is a clear failure, as we can see by the problems faced by the nation. There are many fundamental flaws in our party system: * Though we proudly claim to be a multi-party democracy, only one party wins each election and rules the country for the following five years as a one-party state; in this sense our one party rule is as much a disaster as one-man rule. * The one party that rules is always working on being re-elected, distracting their attention from conducting the business of government effectively. * The party in power necessarily thinks first of the interests of its own supporters on whom it relies for support, rather than on the interests of the nation as a whole; the supporters of other parties feel perpetually frustrated and dissatisfied. * The losing parties feel obliged to oppose the government at every step, and do everything possible to make it fail. * Since the winning party only enjoys the support of 50% or less of the population, by itself it never enjoys the popularity to create a basis for the unity and the success of the government and the nation. * Party politics not only divides parliament into warring camps, but increases divisiveness and bitterness between regional and other groups within the population. * The result is highly ineffective government. This is a critical time when Britain faces severe challenges in health, education, employment, law and order, and its future in Europe. At this time the current party system of politics needs to be re-evaluated, and then replaced by an All-Party 3. THE NATURAL UPHOLDS OUR TRADITIONAL SYSTEM OF ADMINISTRATION, INCLUDING THE MONARCHY AND THE HOUSE OF LORDS The government of the United Kingdom is a constitutional monarchy. The Natural Law Party upholds our Sovereign, Her Majesty the Queen. Constitutional monarchy is fully available in the constitution of the universe - the theme of administration through Natural Law. The tradition of administration of the United Kingdom mirrors the absolute system of Nature's Government, where everything is set and everything is always evolutionary and progressive. So when the Natural Law Party presents a programme to structure the national administration in the light of Natural Law, it is fully in conformity with our National heritage. The Natural Law Party is rising to glorify the traditional administrative structure of the United Kingdom, including the monarchy, the House of Lords and the House of Commons. A monarchy, integrated with democracy, appears to be the ideal structure of government which upholds the unifying and diversifying values of Natural Law. At present, when every nation is reaching for an ideal administration and new constitutions are being written in many countries, we are able to create this ideal structure of administration in the light of Natural Law because of our complete scientific knowledge of Natural Law, and because of our nation's centuries-long tradition of unified administration of diverse nations in our Commonwealth. The Natural Law Party is celebrating this supreme scientific knowledge of Natural Law, and we are celebrating our own long-standing tradition of administration in the United Kingdom. ##### Natural Law Party offers a three-point strategy to prevent the age-old problem of corruption in politics Corruption in politics is an age-old problem for which no lasting solution has been found - despite many attempts. The democratic system of government was created to give power to the people and to root out corruption through legal checks and balances on government power. The practice in democracies of replacing officials every four to five years was designed to contain and control corruption and abuse of position. However, recent world events have shown evidence of an increasing number of charges of corruption against leaders in many democratic countries, including Japan, Korea, India, Pakistan, USA, Russia, Poland, Italy, Mexico, Colombia, and of course Britain. In some instances, such as Brazil and Italy, leaders who came to power as the champions of anti-corruption have themselves been charged with being involved with levels of corruption even more serious than those of their predecessors. In Britain, as in any country, the people need to be protected from rulers who become corrupt. Nevertheless, it is not entirely fair for the people to blame their leaders, since in the seat of power political leaders are exposed to negative influences that are beyond their control, and at every moment they are open to temptation. As recent events in Britain highlight, this intractable problem continues to undermine the system of government and weaken the whole society. However, there is now an effective means to bring an end to corruption. The Natural Law Party offers a three-fold strategy to eliminate the problem of corruption in government once and for all. #### The three elements of our strategy to eliminate corruption are: ### 1. Strengthen the collective consciousness of the nation Government is the innocent mirror of the nation. The quality of government and its leaders, is simply a reflection of the collective consciousness of all the people. If the collective consciousness is disintegrated and negative, and people are not behaving in accord with Natural Law, then problems and corruption will be an unavoidable phenomenon of government. If, on the other hand, collective consciousness is positive, integrated, and coherent, then the government will not be influenced by any negativity. If the people of any country wish to be protected from corruption in government, then they must create an integrated collective consciousness. Positivity and harmony should be so strong and dense in national consciousness that negative influences cannot penetrate it. Every government should have this armour of protection, which can be easily provided if the government maintains a group of Yogic Flyers. This coherence-creating group will create a strong and harmonious national consciousness - an invincible national consciousness - so that no enemy can arise from either inside or outside the nation (see A Group for a Government ). ### 2. Protection from unseen negative influences Every leader, no matter how honourable and well-intentioned he may be, is subject to influences from the environment, extending to the entire universe. Recent discoveries in human physiology by Tony Nader, MD, PhD, (see Health section) have revealed, that the structure and function of the various parts of the brain have an exact correlation to the structure and function of the planets and constellations as they are described in the Vedic Science of Maharishi Jyotish. As the planets and constellations move relative to the earth, different influences - both negative and positive - affect human life. Therefore, even if an individual enters political office with a good reputation and an unstained character, later on he may begin to behave inappropriately due to these unseen influences. These negative influences originate at a distance and cannot be seen, but every government leader must be protected from them. Maharishi's Vedic approach to administration, which is offered by the Natural Law Party, provides procedures to counteract these unseen negative influences that come from the far environment. This is an absolute measure to protect the sovereignty of a government and the dedication to duty of elected officials. ### 3. Auspicious entrances promote support of Natural Law Another principle of Natural Law that will create a positive or negative influence on the performance of a government is the orientation of the entrances to government buildings and to the country itself. The most ancient textbooks of Natural Law - Veda and the Vedic literature - state that a southern entrance to a country or building is inauspicious and interferes with the support of Natural Law, thus bringing negative and destructive influences to the country or to the inhabitants of the building. If government offices or the residences of government leaders have their entrances to the south, this will create a negative influence on their thinking. In order to protect the government leaders from this influence, any southern entrance to government buildings should be closed. The Natural Law Party programmes are able to remove negative influences created by southern entrances to a nation. It is a priority to deal with southern entrances in this way. For example, the use of video conferencing will enable students in different localities to have the advantage of studying with leading experts, and the use of the Internet will enable the supply of course material including text, pictorial, video and audio. * We will also encourage educational approaches that help every student learn to take maximum advantage of computers and information technology with reference to their field of study. This will include interactive study using the latest technology. * In addition to recreational sports, the inclusion in the primary and secondary school curriculum of regular periods of enjoyable physical activity designed in such a way that they involve no strain and accelerate the integration of mind and body and promote perfect health. * Establishing local centres of knowledge, where parents can receive practical guidance in prevention- oriented care for their families. Parents will be trained in pulse reading to help them maintain the good health of the whole family. * Councils composed of leading experts in education, business, and technology to propose educational policies to authorities in urban and rural areas. * The Natural Law Party recognizes that women have a unique and vital contribution to make to the welfare of the nation as whole. An advisory council will be set up, composed of both professional women and mothers at home, to structure courses to enable women to develop their full creative potential. * Research has shown that boys and girls perform better in separate secondary schools. The Natural Law Party therefore supports separate education for boys and girls up to college level, to develop the full creative genius and unique strengths of each group. * Travel within Britain and travel abroad will be a part of education, starting from 'A' level and continuing through all levels of education, in order to give students experience of different cultures, develop in them an appreciation of our world family, and foster international patriotism. British universities will be opened in other countries, so that students can attend branches of their own universities in several countries for two to three years. NEW EDUCATIONAL PROGRAMMES Programmes for school leavers and university graduates - bringing perfection to professional and personal life We will offer courses for school leavers and university graduates, to prepare them for their occupations by developing the qualities needed for success in professional and personal life: alertness, creativity, energy, flexibility, confidence, self-sufficiency, ability to communicate effectively, resistance to stress, orientation towards positive values, and support of Natural Law , which is the very real phenomenon of gaining support from the whole environment for one's desires so that whatever one wants can be achieved without strain. Training for new professions to create a problem-free Britain The Natural Law Party will offer new training programmes for new careers, which will be open to everyone including the unemployed. These training programmes will be for young people to learn new professions in the areas of health, business, politics, rehabilitation and education. The participants will be trained to offer uniquely effective and rewarding knowledge to solve the problems in each of these areas of society. Problems arise when people violate Natural Law; each of these professions will teach the population how to live in harmony with Natural Law spontaneously and thereby bring their lives out of problems, strain and suffering. As part of their preparation, course participants will study and directly experience in their own awareness the Constitution of the Universe, the fundamental level of Nature's intelligence, from where all the laws of nature emerge to govern the orderly evolution of the universe (see Appendix - Constitution of the Universe) . Through simple, effortless techniques, students will identify their awareness with this invincible level of Natural Law. Their mind becomes imbued with the order and infinite creativity of the Constitution of the Universe; as a result they begin to speak and act in a way that always maintains progress and evolution. Life ceases to be a struggle and becomes a joy, with increasingly expanded levels of achievement and fulfilment. These students will be employed by the government to maintain an integrated national consciousness through group practice of the technology of consciousness. In this way, while the students are training in new careers and rapidly developing higher states of consciousness in themselves, they will be bringing national life into accord with Natural Law. Supported by this group, the British government will become a model government, with the ability to satisfy everyone. Short and long courses for adults - Knowledge for Fulfilment Courses of varying length will be available for the adult population. SOLUTION TO THE HEALTH CARE CRISIS The deepening crisis in health care today cannot be resolved just through increased funding or more efficient organisation of the National Health Service. At the heart of the crisis is the failure of the existing medical system to prevent the majority of diseases , the continuously escalating costs of modern medicine, and the hazardous side-effects of modern drugs and medical procedures. These hazards have been documented by thousands of reports in scientific journals (see Hazards of modern medicine ). To resolve this crisis, the Natural Law Party government will introduce an effective programme of preventive medicine based on the complete knowledge of Natural Law available in Maharishi's Vedic Approach to Health - Maharishi Ayur-Veda - the comprehensive scientific system of natural health care. Maharishi's Vedic Approach to Health is prevention-oriented, highly cost-effective, and free from harmful side-effects. The Natural Law Party's proposed solution to the health care crisis upholds the same principle of preventing sickness and promoting health that was the inspiration for the founding of the NHS over 50 years ago. In the words of one of the founders, William Beveridge: "Can we create a situation in which the medical, nursing, and social work professionals will be engaged mainly in promoting positive health, rather than, as at present, being strained to deal with a demand for services over which they appear to have no control and can only contain by some arbitrary method of rationing?" In particular, they make use of the discovery by neuroscientist and doctor Tony Nader MD, PhD, that the essential structures and activities in the human physiology are a perfect expression of 40 fundamental aspects of Natural Law, 40 basic modes of Nature's intelligence. In Maharishi's Vedic Approach to Health, these 40 values are found in the 40 areas of the Veda and Vedic Literature. This includes the following essential aspects of health care, which have previously been neglected by modern medicine: #### Consciousness The basis of human physiology is the field of intelligence or consciousness - the field of Natural Law. Because this basis of health - consciousness - has not been included in the theme of prevention and cure, the effectiveness of health care has been seriously restricted. The development of consciousness as a means to improve health has been missing from health care due to the absence of a technology of consciousness. The Natural Law Party will supply this missing element by introducing the science and technology of consciousness - Maharishi's Transcendental Meditation and TM-Sidhi programme - into all aspects of health care. Extensive research has demonstrated that these simple techniques improve all aspects of human health. This overall effect of balance and integration is graphically demonstrated by research documenting numerous effects that are directly opposite to the deterioration that occur with ageing ( please see section 10 ) The Natural Law Party's health programmes promote activity in accord with Nature's principle of least action, which does not allow stress, strain, or disorder to accumulate in the physiology. #### Self-pulse reading for good health means wholeness - the whole is more than the collection of parts. A perfect approach to must take care of the parts and the whole simultaneously. In this context, the key concept is homeostasis or balance: balance between the whole and the parts; balance between the holistic value of life and individual values of life; balance between consciousness and its expression, the physiology; balance between different qualities of consciousness and their divisions and subdivisions; and balance among all the various expressions of consciousness, the different parts of the physiology. Existing health care systems do not consider in this way and this is why they ultimately fail to serve their purpose. Through this procedure of self-pulse reading, the individual is able not only to assess accurately the degree of balance in every aspect of the body, but at the same time to contribute a balancing influence from the level of consciousness where the parts are connected to the whole. Pulse reading provides a unique means for diagnosis of the condition of the whole and its relation to the parts. The quality of the pulse is thus the indicator of the degree of health or ill-health - the degree of balance in the relationship of the whole with the parts. Pulse reading assesses not only the effects of such factors as diet and behaviour on the physiology, but also the influence of the entire environment, from the immediate environment of the home to the cosmic influence of the planets, stars and galaxies. All these influences contribute to balance or imbalance. The quality of the pulse therefore reflects the extent to which a person is able to live according to the laws of nature that govern consciousness, physiology, and indeed all levels of existence - individual and cosmic. ### 5. PREVENTION-ORIENTED HEALTH CARE FOR THE WHOLE POPULATION In order to educate the whole population in these simple, effective methods for preventing disease, the Natural Law Party government will open Health Education Centres in each constituency and train one prevention-oriented health care professional for every 3,000 people . Through its health education and natural medicine programmes, the Natural Law Party will promote self-sufficiency in health care for every individual, reducing dependence on the current medical system with all its attendant hazards. ##### Preventive health programmes to be offered will include: * Courses on self-pulse reading to train the whole population to detect imbalance at its earliest stages before disease occurs, * Courses on balanced diet, exercise, and daily and seasonal routines, to educate people in simple measures to correct imbalances in health, * Natural herbal preparations to strengthen resistance to disease and restore balance to the physiology, * Purification procedures to eliminate deep-rooted impurities and imbalances from the physiology, in order to cure disease and prevent future illness. We will educate and inform the public about the benefits of vegetarian diet for health and the economy, as demonstrated by scientific research ( Reference: British Medical Journal, 308 (1994): 1667-71). The Natural Law Party's timely initiative to prevent disease will reverse the deplorable situation in our health care system, in which government pays only lip service to preventive medicine, with less than 1% of the NHS budget spent on prevention of disease. ### 6. EFFECTIVE TREATMENT OF CHRONIC DISEASES Millions of people in Britain suffer from chronic disorders. Even the most advanced and expensive methods of treatment used in the current health system have been unable to prevent and treat these conditions successfully. The Natural Law Party will introduce effective and safe natural treatment programmes using Maharishi's Vedic Approach to Health in order to provide relief to the millions afflicted by these illnesses, and where possible to prevent their occurrence. Research has already been conducted demonstrating the effectiveness of this approach. ( Please see section 10 ). These programmes will be offered under the NHS through Maharishi Vedic Medical Centres in every constituency. ### 7. AMENDING LEGISLATION IN FAVOUR OF HEALTH, AND ELIMINATING THE HAZARDOUS SIDE-EFFECTS OF MODERN MEDICINE The present medical system uses pharmaceutical and other treatments which have damaging effects on the health of the people and ultimately weaken the economy. Despite its serious inadequacies, this system is enshrined in health legislation. Doctors are trained to use this system almost exclusively. The government's sponsorship of the growth and profitability of the pharmaceutical and other medical industries inevitably supports the promotion of the current medical system. At the same time, safe and effective non-pharmacological methods of treatment and prevention are receiving inadequate support. This situation clearly conflicts with the government's responsibility to provide health care which is safe and effective. ### 8. PRODUCTION AND MARKETING OF HEALTHY FOOD -- SERIOUS DANGERS OF GENETICALLY ENGINEERED FOODS The Natural Law Party will encourage farming that is pollution-free and sustainable, and it will promote production of natural, healthy, nutritious food which is free from toxic substances. Currently genetically engineered foods are being introduced without adequate testing and present a serious and unquantifiable threat to human health. We will prevent the growth and sale of these foods until they have been shown to be unquestionably safe (please refer to section on - Genetically Modified Foods ). Key issue - Ban genetically modified foods ### 9. COST SAVINGS The national health budget is expected to total over 42 billion in 1997. Research findings indicate that Natural Law Party health programmes can reduce health care needs by at least 50%. Because our programmes are also very economical to implement and result in longterm improvements to health, this translates into savings of billions of pounds annually for the health budget. Through the Natural Law Party's health programmes, Britain will enjoy the world's premier health care system and become the healthiest and happiest nation in the world. ### 10. SCIENTIFIC RESEARCH DEMONSTRATING EFFECTIVE PREVENTION AND DEVELOPMENT OF PERFECT HEALTH THROUGH NATURAL LAW PARTY HEALTH PROGRAMMES Over the past 25 years, more than 500 scientific research studies conducted at 215 universities and research institutions in 27 countries have shown that the Natural Law Party's natural health care programme prevents disease, decreases the need for medical treatment, alleviates individual and collective stress, improves mental and physical health, and enriches life in a holistic way. These studies have appeared in leading scientific and medical journals throughout the world and have demonstrated the benefits of this programme for people of all ages and all walks of life, including students, working people, housewives, and retired people (please refer to summary of research findings below). #### Reduced health care utilisation and expenditure A study of 2,000 people practising Maharishi's Transcendental Meditation programme in the United States found that over five years their needs for medical and surgical care were more than 50% less than the norm. Hospitalisations were markedly reduced in all 17 disease categories studied, including 87% less for diseases of the heart and blood vessels, 55% less for tumours, 73% less for respiratory problems, and 86% less for nervous system disorders. Reference: Psychosomatic Medicine 49, (1987), 493-507. In another study, 693 individuals using Maharishi's Vedic Approach to Health had 59% lower total medical expenditure over a four-year period and lower utilisation and expenditure across all age groups and for all disease categories compared with 4,148 matched controls. Hospital admission rates in the group using Maharishi's Vedic Approach to Health were 11.4 times lower for cardiovascular disease than in the control group, 3.3 times lower for cancer, and 6.7 times lower for mental health and substance abuse. The greatest savings were seen among patients older than age 45 using Maharishi's Vedic Approach to Health, who had 88% fewer total patient days compared to control patients. In a third study, medical expenses (physicians fees) of 599 people in Quebec fell by an average of 5%-7% per year over seven years after starting Transcendental Meditation, compared to levels for the preceding years. In a further study, Maharishi's Transcendental Meditation has also been found to be more cost-effective than medication in treating hypertension. Reference: American Journal of Managed Care , 2, (1996): 427-437. HAZARDS OF MODERN MEDICINE Iatrogenic diseases pose a major threat to health throughout the world. According to a respected medical textbook, iatrogenic disease has become 'one of the most prevalent conditions facing modern health services, occupying countless hospital beds all over the Western world.'1 This view is strongly borne out by scientific research, as evidenced by many thousands of articles on the harmful effects of modern medicine published in medical journals over the past two decades. For example: The 1990 Harvard Medical Practice Study found evidence that iatrogenic diseases kill far more people in the United States than guns, road accidents, or many much more publicized disorders. The results of this study indicate that up to 2 million Americans are hospitalized each year and as many as 180,000 die as a result of adverse reactions to prescription drugs.2, 3 A study commissioned by the Australian Department of Health showed that between 10,000 and 14,000 people died in 1992 as a result of preventable adverse events in hospital, with a further 25,000 to 30,000 suffering permanent disability.4 Research on a series of patients admitted to the medical service of a university hospital in Boston, Massachusetts found that 36 percent suffered from iatrogenic disease.5 It is estimated that 15 percent of hospital days in the United States are devoted to the treatment of drug toxicity.6 The horrifying side-effects of 'disaster drugs' such as practolol, clioquinol, phenylbutazone, benoxaprofen and, above all, thalidomide have so dominated medical and public thinking about iatrogenic disease that they have overshadowed the more insidious but ultimately much greater damage done by agents considered safe enough for widespread use. This point is clearly expressed in the following excerpt from a chapter entitled 'Two decades of drug-induced disasters' in a major medical textbook on iatrogenic disease: 'The thalidomide tragedy looms so ponderously over the history of side-effects that any inclusion of it in a general discussion all too easily distorts the entire picture, causing other events to pale into insignificance and suggesting that since 1961 we have solved the worst of our problems. That is most certainly not true. The number of patients gravely injured or killed in epidemics of drug-induced disease since then is a vast multiple of the number of thalidomide victims; the range of injuries produced is also so wide that no simple solution to the problem seems likely to emerge.'7 Thus, while extreme cases of drug toxicity may be terminated by withdrawal of the offending agent, the creeping destruction wrought by many drugs with 'acceptable' safety records goes on unchecked. Magnified through massive use, the hazards of such agents have become a much greater source of morbidity and mortality than any of the much more publicized drug disasters. A prime example is provided by the non-steroidal anti-inflammatory drugs (NSAIDs), which are among the most widely prescribed of all pharmaceuticals. A study published in the journal Drug Safety indicates that NSAIDs claim around 3000 lives per year in the UK alone.8 Of great concern is the fact that most adverse drug reactions go unrecorded. A recent article in US News and World Report quoted David Kessler, M.D., Chief of the United States Food and Drug Administration, who believes that 'only one percent of all serious drug reactions are reported'.9 Another recent news article quotes Roy Schwarz, M.D., Group Vice-President of Scientific Education and Practice Standards at the American Medical Association, who summed up the current state of medicine as follows: 'We should make people aware of the uncertainties of medicine. Not everybody will be cured and in some cases disasters will occur. That's reality. ...Medical practice, by necessity, always will be based on trial and error.'10 The intrinsic toxicity of modern pharmaceuticals is especially dangerous in the elderly, who are by far the largest consumers of medical drugs, most likely to suffer side-effects and adverse reactions, and most easily harmed by the common practice of prescribing multiple drugs with consequent risk of complicated and potentially fatal interactions.11,12 Drugs cause or aggravate many common medical problems of the elderly, including dementia, confusional states, depression, Parkinsonism, falls (and associated fractures), loss of mobility, incontinence, heart failure, and many other conditions that drastically diminish the quality of life and independence of older people. In one study, 51 percent of new cases of Parkinsonism in elderly patients were found to be due to prescribed drugs.13 The toxicity of drugs is especially disturbing in light of serious doubts about the effectiveness and appropriateness of much drug use. Surveys have shown that a majority of prescriptions are for agents which have been defined as being of marginal therapeutic value. Nevertheless, these drugs still have substantial toxicity and pose a threat to health.14 For example, researchers at Yale University School of Medicine reviewed studies showing that between 24 and 66 percent of antibiotics prescribed in American hospitals are inappropriate.15 In another study, from Harvard Medical School, it was found that nearly 25 percent of older people were prescribed potentially inappropriate medications, placing them at risk of adverse effects. The authors suggest that their findings represent only 'the tip of the iceberg.'16 #### NEED FOR A MORE EFFECTIVE APPROACH TO PREVENTION AND TREATMENT Modern medicine currently fails to prevent the majority of illnesses and its treatments are often directed only to the symptoms and advanced manifestations of disease, rather than addressing the root cause of the disorder. Overall, despite vast and continuously expanding expenditure on medical research and treatment services, modern medicine appears to be producing increasingly marginal advances. In developed nations, these limitations are evident in the continuing high incidence of chronic disorders, including cardiovascular diseases, cancer, neurological degenerations (including Alzheimer's disease), diabetes, obstructive lung diseases (including asthma), arthritis, and psychiatric disorders. They are also reflected in the vast amount of resources consumed in trying to contain these problems and their complications, and the comparatively minuscule efforts and expenditure devoted to true primary prevention. Although marked improvements in health standards have of course occurred in developed nations over the past century, these have resulted primarily from better nutrition, housing, and sanitation rather than from advances in modern medical technology. Moreover where major diseases are declining today - such as coronary heart disease in a number of developed nations - it is clear that these gains have little to do with expensive and sophisticated technologies such as drugs, surgery, and hospital care. Indeed, Dr. Alexander Leaf, until recently Chairman of the Department of Preventive Medicine at Harvard Medical School, describes the current response to coronary heart disease as 'inadequate, despite massive efforts to apply costly treatments after the disease is clinically manifest...Doctors are too preoccupied with measures that only lessen symptoms and which will do nothing for the next generation of 30-, 40-, or 50-year-olds, dooming them to the same heart disease.'17 Doubts have also been raised about the current approach to cancer. According to research published in the New England Journal of Medicine in 1986, both crude and age-adjusted mortality rates from cancer in the United States have risen over three decades. The authors of this research conclude that, according to this evidence, 'we are losing the war against cancer'.18 Similar concerns were expressed in a 1993 editorial in The Lancet, which calls for a major rethink in the prevention and treatment of breast cancer, the commonest fatal cancer in women: 'To sustain the incentive for progress we must eschew complacency and recognize the dangers of a mindless race down familiar pathways when, in all truth, we lost our way several leagues ago along this very route.'19 Public concern over the lack of progress against cancer is also rising: a recent article in The Times discussing official British cancer figures observes that: 'More and more people are suffering from cancer, in spite of the huge resources pitted against the disease...'.20 Meanwhile, in developing countries, growing expenditure on drugs and expensive diagnostic and therapeutic facilities has drawn resources away from vital basic public health measures. As a result, many infectious scourges continue to rage, while disorders prevalent in industrialized societies - like coronary heart disease, diabetes, and lung cancer - are increasing at an alarming rate. Moreover, although the iatrogenic epidemic has reached enormous proportions in developed nations, pharmaceutical toxicity presents an even greater threat to people in developing countries, where controls on drugs are often grossly inadequate. We will bring about the natural progress of the nation without allowing the accumulation of stress in the pursuit of progress. #### Eliminating stress and problems Due to increasing problems of health, crime, and inefficiency in public and private administration, the total economy suffers. Both the government and private industry become bogged down in attending to problems and cease to fulfill their total purpose which is to maintain the progress of the nation. By eliminating stress in individual and national life, the Natural Law Party will eliminate problems such as sickness and crime that drag down the progress of society and the effectiveness of government in maintaining the vitality of the economy. It is common knowledge from modern physics that Nature performs through the principle of least action. It stands to reason that modern government should also work through the principle of least action. Then government will be as efficient and economical as the Government of Nature. The government of the Natural Law Party will have this skill of performance - do less and accomplish more. Under a Natural Law Party government everyone will be educated and trained to utilise this skill of Nature to function with maximum efficiency and economy, and will gain the ability easily to achieve prosperity and abundance in life. #### New approach needed If the new government is to be successful it must be on the basis of doing something new in every field of its responsibility. The programme utilises all 40 areas of the total knowledge of Natural Law contained in the Veda and Vedic Literature, as restored in its completeness by Maharishi Mahesh Yogi ( see section ). The Corporate Revitalisation Programme is designed to improve substantially any company's competitiveness, organisational health, innovative capacity, empowerment and creativity of its employees, value for customers, and financial performance. In particular, it will enhance the good fortune of the company, a factor that is usually considered beyond the control of even the best managers. The infinite organising power of the Unified Field of Natural Law nourishes everything and quietly governs the infinite diversity of the ever-expanding universe with perfect orderliness. As a result, the cost of administration will be low. ELIMINATING THE NATIONAL DEBT Public borrowing caused by inefficiency of government and violation of Natural Law The British people are burdened with high levels of public borrowing due to inefficiency of administration and violation of Natural Law in the nation, which results in ill , absenteeism, inefficiency, lethargy, lack of creativity, and criminal behaviour. The government then tries to solve these problems, but when expenditure on problems exceeds government tax revenues, the government has to borrow money (public sector borrowing requirement, PSBR) and goes into debt to cover the deficit. The government's accumulated debt is currently approaching 380 billion and is growing by 1.25 million every 30 minutes. ### 6. EMPLOYMENT ##### Providing immediate full employment The Natural Law Party will provide immediate full employment by engaging the unemployed in the reconstruction of Britain, rebuilding our cities and national infrastructure in accord with Natural Law based principles to promote health and vitality. They will build new gardens, parks, fountains, and lakes to beautify the country. See section on Housing and National Planning .They will also be engaged in construction of new roads, reforestation, other public works, and social services such as assistance in hospitals and schools. Their work will create a beautiful, healthy nation whose citizens feel that they are living in Heaven on Earth, while simultaneously eliminating the social distress caused by acute unemployment. The Natural Law Party will implement the following policies in order to eliminate unemployment in the future: Sustained economic growth We will sustain high employment by sustaining economic growth on the basis of increased creativity and reduced taxation. Professional training programme Our ideal of education is: enlightenment first, then training in professions later. For those already close to graduation from secondary school and university, we will provide one-year professional training programmes while training them in techniques to develop higher states of consciousness. This will keep them in school longer and delay their entry into the work force until our economic revitalisation programme has had time to create a large number of new job opportunities. It will also mean that graduates are more mature and better prepared for their profession. The Natural Law Party government will also establish schools abroad for students to travel and study in different countries. Strengthening future generations The Natural Law Party will create an economic climate where it is unnecessary for mothers to work outside the home. We believe that future generations will suffer if children are raised by child-minders and day-care centres rather than by their mothers. Our policy will ensure the strength of the coming generation and the future success of the nation. Given the number of mothers with pre-school children who are working outside their home, this one step alone would go a long way towards eliminating unemployment. Solving youth unemployment Unemployment is particularly high among young people who have not completed their education. They feel frustration in their lives, and cannot find serenity, stability and dignity. The high number of early leavers and students who dislike school indicates that the current education system is inadequate - incapable of leading students to higher levels of fulfilment and success in their personal and professional lives. The Natural Law Party government will offer special educational programmes and create special colleges for early leavers to provide enlightenment and perfection in their lives, raising their creativity to the level where they can accomplish anything. These programmes are highly attractive and interesting to young people because they have been shown to unfold the creative genius of every student, develop inner happiness, and provide the professional skills necessary for high levels of achievement. These programmes offer the experience of bliss in the experience of pure consciousness, which will make the learning process very appealing to everyone. Improving the quality of life by creating ideal working conditions Shorter work hours: The ideal is that every company should have a six-hour working day. Our economic system should promote greater happiness, wealth, and wisdom for everyone in society and not leave the whole population tired and stressed every evening, without time to really enjoy life. Working closer to home: Our work force gets exhausted just from commuting, even before they get to work. We will support all means to allow people to work closer to their home. Lower taxes, and a greatly simplified tax system: The Natural Law Party government will lower taxes and introduce a one-tax system. We will make the tax laws so simple that any citizen can understand them without assistance from a lawyer or accountant. Life-supporting, healthy, dignified jobs: All work should produce something that is beautiful or useful. The Natural Law Party government would encourage productive, dignified employment in life-supporting, nourishing industries. Mothers at home: It is a strain both on mothers and on their children for mothers to work outside the home. The mothers become tired and stressed, and the children are weakened. This may lead to ill health, drug abuse, and crime. The Natural Law Party will create an economic climate where it is unnecessary for mothers to work outside the home. See section on Family and Social Policy . Improved industrial relations: Harmonious industrial relations require both employers and employees to appreciate and accommodate each others' needs. As long as stress prevails in the workplace, awareness will be restricted to immediate and short-term issues with self-interest dominating. The Natural Law Party government will eliminate stress in individual and national consciousness through highly effective, scientifically proven stress-reduction programmes. This will promote health, harmony, and cooperation in the workplace, bringing an end to the friction and suspicion between workforce and management that have long hampered economic growth. ### 8. SCIENTIFIC RESEARCH ##### Validating the Natural Law Party's Economic Programmes Increased Creativity: Individuals who learned the Transcendental Meditation technique showed a significant increase in creativity over a five-month period on three measures of creativity in comparison to controls ( Journal of Creative Behavior, 13 (1979): 169). Other studies have demonstrated increased intelligence, academic performance, and orderliness of brain functioning (please refer to section on Education) Increased Profit and Productivity: Productivity and profit in a chemical manufacturing company increased progressively over a six-year period after the Transcendental Meditation programme was introduced to employees. ( Enlightened Management: Building High Performance People , 1989) Enhanced Performance: Applications of the Transcendental Meditation programme in business settings have been shown to result in increased productivity, improved job performance and job satisfaction, reduced absenteeism, and improved relations with co-workers and supervisors ( Academy of Management Journal 17 (1974): 362) Reduced Unemployment: A recent study of economic indicators in the U.S. and Britain found a sizeable reduction in Okun's Misery Index - defined as the sum of the inflation rate and the unemployment rate - from implementation of the coherence-creating programme proposed by the Natural Law Party ( American Statistical Association, Business and Economics Statistics Section, (1987): 799; (1988): 491; (1989): 565) Improved Health of Industrial Employees: Scientists from the Japanese Ministry of Labour at the Institute of Industrial Health, studying nearly 700 employees of a major Japanese manufacturing company, found that those who learned Transcendental Meditation showed improved mental and physical , decreased insomnia, and reduced cigarette smoking. ( Japanese Journal of Industrial Health, 32 (1990): 656; Japanese Journal of Public Health, 37 (1990): 729) Decreased Need for Medical Care: A five-year study of health insurance statistics on over 2,000 persons practising the Transcendental Meditation programme - one of the prevention programmes endorsed by the Natural Law Party - found that doctors' visits and hospitalisations were less than half that of other groups of comparable age, gender, and profession. Improvements were observed in every major disease category, including an 87% drop in hospital admissions for cardiovascular disease (Psychosomatic Medicine, 49 (1987): 493) Reduced Health Care Costs: In a study from Quebec, medical expenses of 599 people fell by 36% over three years after starting Transcendental Meditation, compared to non-meditating control subjects. Subjects who had the highest medical costs before learning Transcendental Meditation showed an even greater reduction in expenses, which fell by 54% over three years after beginning the technique ( Dissertation Abstracts International, 53 (1993): 12A) Decreased Absenteeism: When the Transcendental Meditation programme was introduced to the employees of a chemical manufacturing company, the number of days lost through illness fell by approximately 50% over a six-year period. ##### More Scientific Research and references PRINCIPLE OF LEAST ACTION Every activity or process in Nature obeys the principle of least action, Nature's own principle of economy. For any activity, simple or complex, nature's infinite intelligence spontaneously and instantaneously computes which path will consume least effort for that activity. For example, if an object moves from position X to position Y (see figure), there may be many (even an infinite number) of possible paths that the object can take. These are labelled as A, B, C, etc. Of these, one path, labelled L, will have a minimum value for a quantity known as the "action" (the momentum multiplied by the distance travelled). Nature spontaneously chooses this path. The same principle applies for all systems and all types of activity, however complex. When this principle was first stated by Maupertius in 1747, he exclaimed at the "divine economy" that nothing in the universe, not even "action", is squandered. This theme of economy in Nature's administration of the universe may be termed the principle of "automation in administration". The Government of Nature operates with supreme efficiency, so that the maximum result is obtained for the minimum expenditure of effort. The whole of the universe is silently and efficiently governed through this principle. A NEW THEME OF WORLD ECONOMY: THE ECONOMY OF NATURAL LAW The Natural Law Party is presenting a new practical philosophy of the world economy through which every country will gain self-sufficiency and will have complete faith in its own treasury, rather than always trying to derive strength for its own currency from the currencies of other countries. A government is an all-powerful organisation: it can make any laws and it has its own treasury. Therefore a government should be a self-sufficient organisation, able to promote and secure the well-being and progress of everyone in the country. If a government says that it has no money, it is not a proper government; it is not a successful government. If it has the top people working for it in different departments and it has a treasury, a government is not expected to say that it does not have this or that. The government should be able to provide. But all governments say they are short of money, and they are all borrowing. It is an odd situation, which is not proper for any government in the world. This is because no government today is building its economy on the basis of the economy of Natural Law, which functions according to the principle of least action. Natural Law is most economical because its functioning is in self-referral dynamism - it creates from within itself. The economy of Natural Law promotes infinite creativity and infinite organising power. This is the economy of Natural Law that we want to bring into the management of the economy of the world and every country. Its basis is in economising action: perform action from the level of self-referral consciousness, the Unified Field of Natural Law. Then Natural Law will conduct the whole . This is the time to replace the old concept that money works out everything with the new concept that Natural Law works out everything. The national economy will then never be short of funds. The infinite organising power of Natural Law will uphold life, and money will be secondary. When money comes first, it becomes the driving force of life, and this creates strain and unnaturalness. The basis of the economy should be the economy of Natural Law . This is an important aspect of the programmes of the Natural Law Party to establish the administration of Natural Law. It will be achieved by making available to everyone the training to rise to higher states of consciousness and function from the level of the infinite intelligence of Natural Law. This will require that all 40 values of the complete knowledge of Natural Law contained in the Veda and Vedic literature are utilised (see Health section) to eliminate obstructions in life and create a self-sufficient individual and a self-sufficient government with no weakness. Existing governments administer in an unnatural manner. They are not able even to provide proper health, , economy - so people have to work hard. Governments promote hard work. The Natural Law Party will be promoting activity from silence. This is a glimpse of the economy we are going to create. At present every government is dependent on other governments: there is a global dependence of all governments. So freedom does not exist: no nation is sovereign today. Every currency is dependent on all other currencies. The Natural Law Party will create a situation whereby every government will enjoy freedom, self-sufficiency and non-dependence. DECENTRALISING GOVERNMENT ##### Devolving responsibility for solving problems to the local level The Natural Law Party government will give more power and responsibility for the solution of pressing national problems to the leaders of local authorities throughout the nation. Any problem, whether unemployment, crime or pollution, has its origin at a local level. It is there, locally, that the problem is known best and can be solved most quickly. Therefore our policy will be to help the local government solve national problems locally, at their origin. When all local problems are prevented, national problems will never arise. The Natural Law Party will, for example, solve the problem of unemployment at the local level. The planning and programmes developed by the All-Party Government of experts on the national level will be implemented on the local level. Mayors and leaders of councils will be given the responsibility, the financial resources, and the authority to: * Educate and take care of the youth of their municipality so as not to let them remain unskilled and unprepared for the work force See section on Education . * Ensure sustained growth in the local economy to create jobs for newcomers to the job market. This will be achieved through maintaining a local Group for a Government to enliven the evolutionary power of Natural Law in the municipality, and by establishing a local commission comprising business leaders, engineers, and other professionals to recommend programmes that will create and sustain high employment. * Local council leaders will work with their local Member of Parliament to administer programmes to employ the unemployed in rebuilding the infrastructure of the area - including roads, bridges, railways, and schools and other public buildings. They will create advanced telecommunications networks, and generally make the environment more attractive for new businesses to be drawn to the area and operate there profitably. In addition, the unemployed will be engaged in the creation of lakes, fountains, public gardens and woods, with a focus on creating an environment that will be not only beautiful but also healthy and nourishing for children and adults alike. See section on Housing and National Planning . * The capital needed for these projects will be created through local bond issues which will be repaid through the revenues generated by charging tolls or user fees where relevant, and through the greater revenues coming to the city from expansion of business activity. The Natural Law Party government's policy of decentralisation will also apply to all other government services, such as programmes to care for the needy, which can be more efficiently and inexpensively delivered at the local level. SIMPLIFICATION AND INCREASED EFFICIENCY OF THE SOCIAL SECURITY SYSTEM ##### The brilliance of the social security policy of the Natural Law Party government will be to: * Increase the certainty of income support for those who need it * Greatly reduce the wastage of national energy in collecting and disbursing taxes * Shift the responsibility of caring for those in need to the local level. (This will be provided through the structure of the single tax policy of the Natural Law Party government.) As stress in national consciousness is dissolved through the upsurge of coherence created by our Group for a Government policy, everyone will be enjoying greater affluence and better health. Everyone will have better fortune and will increase in self-sufficiency. The integrity and harmony of the family and community will rise, so that anyone in need will be lovingly cared for by their family, friends, or fellow workers. The extended family: fulfilment for every generation The extended family - four generations living together - will naturally become common. The wisdom and experience of the elders will be naturally available to the young so that every generation derives maximum from the previous generation. In this way, the desire of the elderly to nourish their children will be fulfilled, and at the same time, the elderly will be taken care of by those in their middle years. See section on Family and Social Policy . Implementing these plans will require a sufficient degree of transformation in the social order. The Natural Law Party government will be careful to achieve this ideal in a natural way without imposition of law. These concepts will be proposed and when there is consent of the population then laws will be passed to implement these plans and raise government performance to this high level. ## Law and Justice Creating a crime-free Britain Richard Johnson PARTY CHAIRMAN > "ONLY THE NATURAL LAW PARTY has programmes that have been shown to reduce crime immediately and substantially. We will create a crime-free Britain by reducing stress in the individual and society, and by developing in the whole population the ability to think and act spontaneously in accord with Natural Law." ### 1. SOLUTION TO THE PROBLEM OF CRIME The problem of rising crime in society has not been solved by any of the traditional methods applied in the past - imposing harsher sentences, expanding the police force, building more prisons, or improving crime detection methods. The only way to eliminate the problem of crime in society is to train the population to think and act spontaneously in accord with Natural Law. The Natural Law Party has scientifically validated programmes to achieve this goal through a three-fold approach: * crime prevention through proper education of young people; * immediate and dramatic reduction of crime throughout the nation by creating coherence in national consciousness; and * Effective rehabilitation, so that offenders can become productive and happy members of society. 1. Crime prevention through proper education Whilst strategies of increasing the police force and reviewing judicial practices certainly have their value in promoting law and order, similar measures have been adopted by numerous past governments without any consistent or lasting effect in bringing crime under control. Similarly, identifying potential delinquents at an early age has its value but is not going to stem the rising wave of crime in national life. The policies of the Natural Law Party address the problem at its most fundamental level and eliminate the problem before it has arisen. The Natural Law Party will introduce the knowledge of Natural Law and programmes to develop higher states of consciousness at secondary school level to avert criminality before it has the chance to develop. Without such education, no amount of vigilance on the part of the police, and no amount of law making by the government will be able to maintain law and order. (See section on Education ). is responsible for training all young people to be able to fulfil their aspirations in a way that supports the well-being of the whole society. For this, students must develop broad comprehension, so that while focusing on their goals they naturally take into account the needs of others. In the past, education has not incorporated a scientific procedure to develop this quality of broad comprehension. As a result, students continue to violate the Laws of Nature, making mistakes and causing stress and suffering for themselves and others. Growing crime is the result of the growth of stress in individual life and society. The Natural Law Party government will make available at all levels of education the practice of Transcendental Meditation so that students will develop unbounded awareness and inner happiness. They will grow in higher states of consciousness and the ability spontaneously to think and act fully in accord with Natural Law. This will be reflected in behaviour that is effective and nourishing to everyone in the environment. Scientific research has shown that the educational programmes of the Natural Law Party develop higher levels of intelligence, creativity, and moral judgement. Research has also shown that among disadvantaged young people - who are more likely to become involved in crime or drug abuse - those who learn Transcendental Meditation become more emotionally self-sufficient and less likely to leave school early. 2. Immediate crime reduction by creating coherence in national consciousness To reduce crime in the nation quickly and dramatically, the Natural Law Party offers a proven programme to reduce stress and create harmony, positivity and coherence in national consciousness. This programme is Maharishi's Group for a Government . This approach - A Group for a Government - is the only scientifically verified method to reduce crime consistently, immediately and substantially, in the whole society. In contrast to current approaches, which have proved costly and ineffective, the approach of the Natural Law Party makes use of Nature's principle of least action to enliven the orderliness of Nature in national life. This is achieved by creating an influence whereby the whole population will naturally behave in a nourishing, harmonious and life-supporting manner. The Natural Law Party, upon forming the government, will quickly establish a permanent group of 7,000 professionals - TM-Sidhi experts, Yogic Flyers - to create an influence of coherence and relieve stress in the nation and the world as a whole. A new trend of reduction of crime will be seen in the days and weeks following the establishment of this group - at least a 20% drop immediately, with a continuation of this declining trend as long as the group is maintained. The effectiveness of this programme has already been demonstrated many times including in Washington D.C. in 1993 and also in Britain. In March 1988, a permanent facility for a group of Yogic Flyers was established in Skelmersdale near Merseyside for the regular practice of the Transcendental Meditation and TM-Sidhi programme. Without this truly effective means of rehabilitation, Britain continues to face rising crime and high reconviction rates leading to the need to build more and more prisons. The current "prison works" policy is a national tragedy for Britain. Enormous amounts of money are wasted (it costs 75 million to build each prison) because prisons have proved ineffective in rehabilitating offenders - in fact, they serve as centres of intense stress in society which inevitably lead to greater levels of crime. By implementing its effective rehabilitation programme, the Natural Law Party offers to rehabilitate prisoners quickly, so that many prisons can be closed within a short period of time. We have described above our three principal approaches to reduce crime. In fact, the policies of the Natural Law Party in many other areas will also contribute to creating a crime-free Britain. It is well recognised that poor education, the breakdown of the family and community, poor diet, economic failure, lack of vocational opportunities and many other factors contribute to the rising incidence of crime especially among young people. The Natural Law Party has uniquely effective policies and programmes in all of these areas. ### 2. COST SAVINGS Through this three-fold approach of proper education, creating coherence in national consciousness, and effective rehabilitation, we can dramatically reduce the cost of crime currently estimated at more than 30 billion a year according to Home Office figures. (See section on Solution to the problem of crime ). Based on the results of research, fully implementing the Natural Law Party programmes would quickly reduce prison costs by half, saving £800 million per year. In addition, the £16 billion per year costs of the criminal justice system can be reduced substantially by reduction of crime and by simplification of the legal and judicial system. (Please see section on Economy ). ### 3. SIMPLYFYING THE LEGAL AND JUDICIAL SYSTEM When the approaches described above are implemented, there will be less need for the complicated legal and judicial system that currently exists. Laws are made on the basis of people's behaviour, and when the whole population begins to behave more in harmony with Natural Law, everyone will be increasingly law-abiding. The influence of intense positivity in national consciousness created by A Group for a Government will progressively eliminate stress and crime in the nation. As a result, the need for law enforcement and judicial processes will be less and less. On this basis, the Natural Law Party will explore the possibility of reducing the expense and complexity of the legal system by turning over parts of the judicial function to the respected elders of every community. Through the programmes of the Natural Law Party, Britain will enjoy a natural state of law and order, based on the harmony, happiness, and productivity of all its citizens - a crime-free Britain - a shining example for every other nation. Crime can never be eliminated by punishing criminals. We must have a prevention-oriented approach. ### 4. SCIENTIFIC RESEARCH DEMONSTRATING THE EFFECTIVENESS OF THE NATURAL LAW PARTY'S PROGRAMMES FOR CRIME PREVENTION AND REHABILITATION Prevention of crime through education Of the more than 500 scientific research studies on the benefits of Maharishi's Transcendental Meditation, many studies document its effectiveness in increasing intelligence, creativity, and academic performance. In addition, studies show the following effects of this programme: growth of higher levels of moral judgement; reduction of dropout rate among disadvantaged young people; and reduction of drug abuse. These findings demonstrate that implementing this technology as a part of education will lead to greater educational achievement and prevent the problems of young people that are associated with the tendency towards crime. Effective rehabilitation of maximum security prisoners Transcendental Meditation has proved its success as a rehabilitation programme in maximum security prisons throughout the world. These studies demonstrate that through this programme inmates show reduced hostility and aggression, reduced stress and anxiety, improved behaviour, improved health, and improved mental health. Most important, in comparison to other rehabilitation programmes, reconviction rates are reduced by 40% among those who learn Transcendental Meditation. In the African nation of Senegal, 11,000 prisoners and over 900 prison officers were instructed in Transcendental Meditation in 1987-1988 and as a result, reconviction rates dropped from 90% to less than 8%, reducing the prison population by half and allowing a number of prisons to be closed. A EUROPEAN UNION OF SOVEREIGN NATIONS The Natural Law Party offers a reliable and scientific programme to create real and lasting unity in Europe. The Natural Law Party places as a priority the principle that the United Kingdom must not sacrifice its sovereignty for the sake of the European Union. Unity and harmony cannot be achieved in a state of dependence. Only strong, integrated, sovereign nations can contribute towards a European Union that has true meaning and is of value to its member states. The Natural Law Party emphasises that union cannot be accomplished by political means, as demonstrated by the recent history of the EU. Unity cannot be legislated for; neither can it be legislated against. Only Natural Law can create a united Europe of sovereign nations, just as Natural Law strengthens every cell and every organ in the body while maintaining the integration of the whole body. Only the invincible evolutionary power of Natural Law can promote the tendencies, wishes, and needs of each country at the same time as strengthening the collective interests of the Union as a whole. The Natural Law Party will introduce the "Group for a Government" programme of a group of experts in Yogic Flying, which has been shown by research to bring coherence, integration, and stability to the collective consciousness of the nation. This will uphold and strengthen the sovereignty of each nation. At the same time, unity among nations will naturally be created through the unifying influence of Natural Law (see section on A Group for a Government ). With regard to a referendum on our future in Europe, the options being presented so far are basically two in number: do we want (a) unity or (b) sovereignty. This creates an uncomfortable choice for everyone. The Natural Law Party's programme for Europe solves this dilemma by offering the third choice that everyone wants: unity and sovereignty. ### 2. SECURING A STABLE FOUNDATION FOR EUROPEAN MONETARY UNION The issue of monetary union within the EU is one of the most critical facing the government of the United Kingdom during the coming parliamentary term. European Monetary Union (EMU) imposed under the wrong conditions could have disastrous consequences for the economies of all member states and the EU as a whole, and could jeopardise the future of the EU itself. It is dangerous to impose EMU when the EU is undoubtedly not ready for it. Conversely, a "wait-and-see" policy endangers the stability of the EU and reveals a conspicuous lack of both intelligence and purpose in policy. Clearly, monetary union is desirable in that it provides stability for internal and international trade, it disallows predatory speculation on a national currency, and it disallows one nation from artificially manipulating its currency for unfair trade advantage. ### 3. EFFECTIVE REFORM OF THE COMMON AGRICULTURAL POLICY The hazards associated with the transformation from self-sufficient, traditional farming to industrialised, agrochemical-dependent farming have been exacerbated by the economic framework set by the Common Agricultural Policy (CAP). The often artificial constraints set by the CAP result in even higher usage of chemicals, overproduction and waste, a loss in the traditional diversity of crop production, and economic pressures that create disadvantages for the small traditional farming units. The Natural Law Party agriculture policy urges a complete reform of the CAP to rectify these imbalances, encourage sustainable farming, minimise bureaucratic intervention, and promote natural, organic agriculture (see section on Agriculture ). ### 4. ESTABLISHING A COMMON EUROPEAN POLICY TO BAN GENETICALLY MODIFIED FOODS The Natural Law Party has carried out a thorough scientific investigation of the potential hazards associated with the of genetically modified foods, and has concluded that the short- and long-term risks involved do not justify the commercially-driven haste to introduce these highly unnatural products. The life and health of this generation and all future generations, together with the healthy future of our environment, should not under any circumstances be jeopardised for the sake of short-sighted economic gain posing in the garb of science (see Agriculture - section on Genetically Modified Foods ). The Natural Law Party is already conducting a campaign throughout Europe and worldwide to alert politicians, the food industry, farmers, and consumers to the dangers associated with genetic modification. The Natural Law Party will continue to pursue this campaign, in or out of office. ### 5. FULFILLING THE SOCIAL CHAPTER THROUGH EFFECTIVE PROGRAMMES FOR THE ECONOMY The requirement to subscribe to the Social Chapter cedes national sovereignty to the EU for issues that should be determined by our own government. The government of the United Kingdom, with its parental role for the life of everyone in the nation, should be able to formulate its own economic and social policies to ensure proper conditions and benefits for the people of our own country. Having such regulations imposed from Brussels could easily lead to the imposition of conditions that are unfair or unsuitable to the specific circumstances that apply in Britain. This is already experienced in all too many areas of administration currently regulated from Brussels. ### 6. COMMON FOREIGN POLICY AND DEFENCE POLICY THAT SERVES THE INTERESTS OF THE EU MEMBER STATES WHILE NOURISHING STABILITY AND PEACE IN THE WORLD The Natural Law Party advocates the same foreign policy for the EU as it advocates for the United Kingdom - a policy that truly nourishes and supports all nations (see Foreign Policy section below).This approach will allow the EU to play a nourishing role with regard to its neighbours in Eastern Europe and the former Soviet Union. Expansion of the EU eastwards (with regard to economic and defence issues) is regarded as a threat or difficulty only when the element of coherence in collective consciousness is not being attended to. Just as this factor provides the key for creating integration within the EU, it also creates the ground for the integration of the EU with its neighbours and partners from all over the world. Likewise, the defence policy of the EU must adopt the same principles as outlined in the Defence section of this Manifesto. Security and invincible defence can not be established through the means of arms, but only through creating lasting and stable peace in the world. The only true security for Europe lies in securing the real friendship of all other nations, not in posing a bigger threat by amassing a large and well-armed military. Any military corps set up by the EU must include a prevention wing, a group of 7,000 experts in Yogic Flying. This group will secure the immunity of Europe from hostility, from within and without, and create the basis for Europe's friendship with all nations, the only intelligent basis for sound foreign policy. ### 7. CREATING MORE EFFICIENT GOVERNMENT IN EUROPE AND REDUCING THE BUREAUCRACY OF ADMINISTRATION IN THE EUROPEAN UNION The theme of Natural Law government can be summarised in the expression "Automation in Administration". The Government of Nature operates with supreme efficiency, using what is known in physics as the " principle of least action " . Nature's intelligence spontaneously computes the path of minimum effort for any action. Through this principle of supreme economy, the whole of the universe is silently and efficiently governed. The Natural Law Party applies this principle in designing its approach to administration and setting policy in each area. Effective government is streamlined government; it absorbs as little as possible of the taxpayers' money in conducting its tasks silently and efficiently. Nowhere is this principle more needed than in the affairs of the European Union. Precious financial resources from each country are needlessly spent in simply maintaining the over-populated, over-complex, and inefficient bureaucracy of the various components of the European administrative machinery. Not only is an overly bureaucratic administrative system expensive; it is actually less able to fulfil its mandate to serve the people than a slimmer administration. There is so much inertia within the system as it administers itself, that little energy is available for its external functions. The Natural Law Party would take all necessary measures to make the administration of the European Union efficient and proficient in serving the peoples of Europe. ### 8. PHASING OUT VAT BY MAKING GOVERNMENT MORE EFFICIENT The regulations regarding VAT are one example of the sovereignty of the member nations of the EU being eroded. Every nation in the EU should have the right to eliminate this burdensome tax by making its own administration more efficient. As pointed out in the section on Taxation (see Economy ), VAT creates an administrative burden for both government and business. It is a complex tax to administer, and places a restriction on the ability of everyone to enjoy their own earnings, particularly the lower income brackets of society. The Natural Law Party will create the ground for phasing out VAT by making administration more efficient and by making substantial savings in a number of areas of governmental expenditure through the of more effective programmes. Just this one measure of phasing out VAT will add a substantial stimulus to the economy. Since the Natural Law Parties throughout Europe are united on this issue, the Natural Law Party can make a commitment to reverse the errosion of national freedom created by European legislation on VAT. ### 9. THE COMPLEXITY OF THE EU AND THE DIVERSITY OF ITS MEMBER STATES DEMAND A SCIENTIFIC APPROACH TO ADMINISTRATION, THE APPROACH OF THE NATURAL LAW PARTY. The more complex and diverse a system, the more simple and systematic its administration must be for that system to function effectively. The European Union is complex not just because the population it serves is much larger than any individual member state, but because there is enormous diversity in the systems of administration in the member states, as well as in their cultures and languages. The Natural Law Party provides the simplicity, effectiveness, and universality needed in the administration of the EU, through its scientific Natural Law based approach. ### 10. THE URGENT NEED FOR NATURAL LAW POLICIES IN THE EU The existence of the EU has brought into being new types of legislative problems. For instance, the removal of border controls has created new forms of cross-border crime for which the existing policing and judicial systems are not equipped. Other difficulties arise where there are inequities resulting from the application of single EU rules in the context of the widely-varying situations in the member states. The policies of the Natural Law Party are ideal for tackling this situation, since they are not based on the specific legislative history of any one country, but on universal scientific principles of direct relevance everywhere. The scientific research also indicates that the Natural Law Party's practical programmes are well-equipped to solve these new European level problems. For instance, the crime prevention and criminal rehabilitation strategies of the Natural Law Party are equally applicable to the new transnational crime as they are to the more "traditional" forms of criminality, in order to create a crime-free Europe. ### 11. FOREIGN POLICY > "THE OVERIDING PRINCIPLE behind the foreign policy of the Natural Law Party is for Britain always to have only a nourishing influence on the family of nations. This will be achieved by bringing national consciousness in tune with Natural Law so that the nourishing and evolutionary power of Natural Law guides the actions of the nation and spreads to influence all other countries." ##### Nourishing all nations and promoting world harmony Natural Law Party government will uphold the well-being, progress and prosperity of all nations simultaneously by governing the nation from the common basis of life - the holistic value of Natural Law - nourishing everyone and everything equally. The foreign policy of the Natural Law Party is to promote both the sovereignty of nations and the unity between them, as already described in the case of the EU member states ( more... ). Lasting integration and progress in the world family can be sustained only when the sovereignty of each country is upheld and respected in an environment of unity amongst nations. This can be realised only by ensuring that coherence is maintained in world consciousness. The Natural Law Party will champion the creation of a coherence-creating group on each continent to ensure the permanent integration of the family of nations. The world is a beautiful mosaic of different cultures. That mosaic can be sustained and enriched by bringing life in tune with Natural Law, the quality that is developed when coherence and integration are created in the collective consciousness of each nation. ##### Foreign policy and foreign aid to promote progress and self-sufficiency for all nations In every way, the foreign policy of the Natural Law Party will promote only positive values in the world. This will include: * Rapidly phasing out the export of arms by Britain. Not only does the export of arms promote fear and destruction in the world, but according to the principle of "as you sow so shall you reap", it also delivers suffering to our own country; * Strongly supporting forms of international trade that are of mutual benefit, particularly in the case of developing countries, both economically and in terms of the goods and services exchanged. Trade and development initiatives should never put weaker nations into debt and should always promote life in accord with Natural Law - self-sufficiency, sustainable development, and prosperity; * Supporting foreign aid that creates self-sufficiency, not dependence, in the nations receiving the aid. Our policy on foreign aid is to place the emphasis on education and knowledge in order to unfold the creativity of the people, strengthen cultural integrity, develop greater self-sufficiency, and promote life in accord with the Laws of Nature predominating in each specific area. Aid will never be at the expense of the interests of the recipients. ##### An effective solution to the growing problems of immigration and refugees The problems of immigration and refugees are particularly pressing today, and our approach in Britain is inextricably linked to our position in the European Union. These are world problems that cannot be solved simply by tightening border controls in Britain, or other EU member states. Refugee problems arise when social and political conditions become unbearable in a country or region. This occurs when life has deviated so far from Natural Law that life itself becomes intolerable. Large-scale immigration problems result from a less severe situation, but are essentially from the same cause - people are unable to feel satisfied or happy in their home country as a result of the highly-stressed, uncomfortable, or deprived situation that they experience there. In order to solve these problems for the sake of their own well-being, Britain and the other EU states must take a greater role of global responsibility. The countries of the EU must adopt the task of restoring integration in all the countries of the world. This is not just an economic responsibility and cannot be accomplished through money alone; it is one of ensuring that the collective consciousness in each country is maintained in harmony, balance, and coherence. The solution is to create groups of 7,000 experts in Yogic Flying on each continent. These groups will maintain a high level of order and creativity, stimulate the economy, and promote growth and welfare. This will bring satisfaction to national life everywhere, and eliminate the need or desire to migrate. #### Natural Law Party can succeed where UN has failed The Natural Law Party of the United Kingdom, in collaboration with the 63 other national Natural Law Parties now active in the world, is in a unique position to realise the vision of the founders of the United Nations, the League of Nations and all other international endeavours to create a problem-free, prosperous and harmonious world. In today's world, the solution to problems of peace, crime, the environment, and all areas of life cannot be achieved by any nation on its own, but requires the participation of all nations. The Natural Law Parties are uniquely qualified to solve global problems because they are the only political force in the world that is sufficiently integrated and has the knowledge to do so. INVINCIBLE DEFENCE STRATEGY History teaches that national defence through military power is a mirage. World events in this century prove that when nations develop a bigger military force it only induces distrust and fear in other nations and attracts their aggression. The time has gone when military power could be considered the power to save. Today, military power means the ability to destroy oneself. The Natural Law Party does not oppose military power. Rather, we ask the question: "Can perfect defence be brought about by current military power alone?" In our defence policy, in particular through our plans for a prevention wing within the armed forces, we have designed complementary programmes of Natural Law to raise the power of military defence to invincibility and secure an indomitable influence of integrity in national life. By creating the Maharishi Effect through a 'Prevention Wing' in the military, Britain will radiate a peaceful influence to all nations, naturally disallowing the birth of an enemy #### Being a friend to all nations There is no defence against a determined aggressor. Security therefore relies on remaining a friend to other nations. But how can we accomplish this? For history provides another lesson: political treaties and military alliances do not ensure lasting friendship. Britain needs an invincible defence strategy by which we can maintain friendliness with all nations. There is only one invincible element in nature: the evolutionary power of Natural Law. That same nourishing power of Natural Law that maintains the security of the Earth, the moon, and all the planets moving in empty space with infinite dynamism, that same invincible power, if properly used, should be able to provide absolute defence to life on Earth and to the life of any nation on Earth. ### 2. PREVENTION WING The Natural Law Party has access to knowledge and technologies that apply the invincible power of Natural Law to national defence. We will make national defence invincible by maintaining liveliness of Natural Law in national consciousness through a group of 7,000 experts in Yogic Flying. This group will be the prevention wing of the military. It will comprise just over 3% of the armed forces personnel, leaving the remaining 97% to carry out their duties as before. The indomitable influence of positivity and harmony in society generated by the group practice of Yogic Flying is known as the Maharishi Effect. By creating this effect, Britain will radiate a peaceful influence to all nations, naturally disallowing the birth of an enemy. The Natural Law Party will establish such a perfect defence programme. ##### Eliminating terrorism and other threats to national security There are many threats to national security which conventional means of defence are powerless to repel. Rising crime, social tension and terrorism are threatening the safety of our streets and causing widespread fear and suffering. The only shield against crime and terrorism is indomitable coherence in national consciousness. A group of 7,000 Yogic Flyers will prevent negative trends within our society, and will protect the nation against destructive influences either within the country or coming from beyond its borders. ### 3. VICTORY BEFORE WAR: THE FULFILLMENT OF PEACE-KEEPING Britain is proud of its prominent role in United Nations peace-keeping operations. While the UN has played the role of global policeman with increasing frequency in recent years, serious doubts have been raised about the wisdom of an approach to world peace that attempts peace-keeping through the use of armed military personnel. In addition, it is clear that multi-national peace forces do not offer a solution to the basic problems of the countries they are protecting. Meanwhile, the peace-keepers themselves are exposed to unacceptable levels of danger, to which they are often not even permitted to respond effectively. The Natural Law Party will implement real and effective peace-keeping measures which maintain harmony and coherence in world consciousness, thereby disallowing enmity to grow within or between nations. Our Natural Law based defence strategy provides a new approach that will not only make Britain invincible, but will also help other nations to gain invincibility. A TOTAL BAN ON BRITISH ARMS SALES OVERSEAS Britain's defence industry now commands about 25% of the world market in arms, making Britain the second largest arms exporter in the world. Most MPs from all the old political parties - Conservative, Labour, and Liberal Democrat - are proud of this achievement because it is good for British jobs. But an economy that is based on arms sales is not a healthy economy. Money earned from arms sales is bloodied money. In fact, Britain has gained a bad name in the world for living off the selling of arms. By selling arms abroad, Britain is profiting from every country's desire to get ahead of its neighbour in the arms race. In some cases Britain has supplied arms to two countries who are rivals, either at war or on the brink of war with each other. Thus Britain has a vested interest in the two countries remaining hostile to each other. This is a crime against Natural Law. The principle is: "As you sow, so shall you reap." Britain reaps the consequences of selling arms abroad by experiencing high crime, violence and terrorism at home. It is only a matter of time before arms are turned on our own nation. The Natural Law Party is not satisfied with the proposals of other parties, who would like to stop arms sales just to those countries with oppressive regimes or an aggressive foreign policy. The view of most politicians is that "arms sales are all right provided the country we are selling to is all right". By contrast, the Natural Law Party will ban all weapons exports. It is enough that the British arms industry supplies Britain's own defence needs, without having to export to other countries. It is wrong to suppose that Britain needs its arms export industry. In actual fact, the arms industry is heavily subsidised by the taxpayer and is costing Britain millions every year. The defence strategy of the Natural Law Party is to promote peace not war in the world. Jobs will be found elsewhere for the 100,000 people who are currently employed in making arms for export. The defence industry employs highly trained workers whose skills can be used in other, more constructive high-technology industries. Through its special programmes for the , the Natural Law Party will bring about full employment in manufacturing and service industries that nourish the quality of life in the nation and create only positive effects in the world. We will promote high-quality food and healthy diets, thereby reducing disease and medical costs (WHO, 1990). We will seek to increase and diversify rural employment, thereby bringing balance and vitality to country communities. Long-term, our policies will lead to a diversified, ecologically-sustainable, aesthetically-pleasing countryside. We will not allow short term gain to compromise the future health and well-being of the population and the ecological integrity of the environment. A Natural Law Party government will provide training in techniques that allow farmers' awareness to align with the fundamental field of Natural Law - Pure Consciousness (Hagelin, 1987). As a result, their skill and success in co-ordinating the myriad of factors involved in crop production will increase, and the creativity and flexibility needed to develop new and more ecologically sound farming practices will arise. IMPROVING THE FARM ECONOMY In line with our policies on the economy, , the Natural Law Party will promote the consumption of locally-produced and locally-processed food, thereby reducing the costs and environmental damage associated with transport, and increasing the income and employment available in rural communities. The present economic framework of UK is dominated by the European Union Common Agricultural Policy (CAP). The resultant government subsidies amount to around 50% of the farm-gate value of the food produced (OECD, 1994). The CAP encourages overproduction and wasteful food surpluses, using high levels of external chemical and energy inputs. It favours large producers to a greater extent than small family farms. The Natural Law Party will promote: A total reform of the CAP, seeking long-term to minimize government subsidies and, in the medium-term, to design such intervention to encourage the transition to sustainable farming systems. In other words, we will put in place a subsidy structure to help the shift to natural, organic agriculture; Improvement of the marketing skills of food producers; Farmers markets selling locally produced food; as a source of renewable non-food resources, e.g. biomass energy or materials and chemicals for manufacturing and construction; Local, family-owned agricultural processing businesses, which add value to commodities at source and create higher income for rural communities; revitalising rural communities by decentralising government and public services and by favouring building programmes in small towns rather than the extension of city suburbs (see section on Housing and National Planning ). ##### International trade The Natural Law Party will promote initiatives for ecologically sustainable food production abroad for those foods which cannot be grown in Britain. The Natural Law Party will encourage the use of British expertise and equipment to develop these organic production systems overseas. Trade of British foods to regions overseas where they cannot be grown will also be promoted. Thereby, mutually beneficial international trade in agricultural commodities, equipment and services will be encouraged. Especially in the case of developing countries, care will be taken to ensure a fair division of the profits from this international trade so that local producers receive greater reward and the local economy is strengthened rather than forced into debt. ### 3. RURAL EDUCATION, EMPLOYMENT AND RESEARCH The transition to an ecologically sustainable food system will call for the development and testing of production systems uniquely matched to the landscape, climate and soil of each locality. Agricultural production is likely to become more labour intensive, creating new opportunities for the unemployed, and it will require people with a deep understanding of Natural Law and broad awareness, able to comprehend the many factors involved in ecologically sound farming. To facilitate these developments the Natural Law Party will: Introduce training programmes to align producers, advisors, researchers and students in the field of food and agriculture with the Unified Field of Natural Law; Redirect government-funded researchers and advisors to use their knowledge of isolated laws of nature in the development of ecologically self-sustaining production, processing and distribution systems for each region; Revise the curriculum of university, college and school rural science and agriculture courses to encompass the principles of ecologically sustainable production and Maharishi's Vedic Science. ##### The rural community In recent years UK farmers have lost their traditional esteem as the "yeomanry" or nourishing parents of the nation. Overburdened with bureaucracy and a succession of crises such as BSE, they are an isolated, ageing population showing increasing symptoms of stress and ill-health. The high price of land, distorted by the effects of the CAP, makes it difficult for young people to enter farming. Mechanisation and the trend to non-local food marketing and processing has decreased employment opportunities and led to rural depopulation. There is a need, therefore, for a comprehensive, thorough and scientific approach to architecture, design, and construction - one that will promote our whole built environment to be in tune with the Laws of Nature and in harmony with our natural environment. Local authorities and individual home-owners constantly try to improve their homes but fail to achieve the increased satisfaction that they seek, because the design is not according to Natural Law. ##### The importance of correct orientation The Natural Law Party will encourage the use of Maharishi Sthapatya Veda in the construction of new homes and the rectification of existing ones. This is not a style of architecture, rather a set of universal principles that can be applied to any architectural style. It starts from the premise that a home provides the connection between its owner and the wider environment. If a home is designed correctly, in accordance with fundamental principles, it will nourish every aspect of the owner's life and his or her influence on the surroundings. Highly specific and detailed principles are used, for example, to establish the correct orientation and position of a house on a plot, the right dimensions and proportions of the building, and the proper placement of the rooms according to their uses. If for example the dining room is placed where the office should be, then one may feel hungry while trying to work in the office, or one may have too much intellectual discussion in the dining room! We are behaving as if we had another planet to escape to after destroying this one. This situation is clearly unsustainable. The most obvious implications include changes in the weather due to an excessive greenhouse effect in the upper atmosphere, a waste crisis nearer home, and wholesale destruction of the delicate balance in our environment. No one looking at the figures would dispute that we have an environmental crisis on our hands. Every nine months in this country we produce enough waste to fill Lake Windermere. Each year there are ever larger volumes of commercial, industrial and domestic waste and decreasing options for its disposal. All waste streams are becoming increasingly polluted with an historically unprecedented amount of chemicals, metals and even radioactivity. At the same time, if present trends continue, global mean temperature will rise by 0.3 degrees C per decade - a greater rise than the world has seen over the past 10,000 years. PREVENTING THE VIOLATION OF NATURAL LAW The Natural Law Party will create a pollution-free nation through pollution-free industries, energy, and transport; energy conservation; and educational programmes to develop higher consciousness and prevent the violation of Natural Law - the basic cause of pollution and other environmental problems. The Natural Law Party's educational programmes provide complete knowledge of Natural Law and the ability to live spontaneously in accord with Natural Law. These programmes enliven the evolutionary, creative qualities of Natural Law on all levels - individual and national. Improved creativity will eliminate from the environment the pollution created by less developed creativity in the past. Improved creativity also lies at the heart of programmes that both create jobs and protect the environment. Working in close co-operation with business, industry, and the whole population, the Natural Law Party will pursue a balanced energy and environment policy through its al programmes as well as by promoting energy conservation, conversion to renewable, clean forms of energy production and raw materials, and pollution-free industries and transport. Most importantly, we will improve the quality of life in our cities, towns, and countryside by promoting the most advanced knowledge of environmentally sound architecture and planning (see section on Housing and National Planning ). As a result of these measures, the Natural Law Party sees a bright future: a time when the air in all our cities and the water in all our rivers and lakes is pure and clean; when Britain's towns are beautified by many more parks, gardens, and fountains; when renewable, non-polluting, inexpensive energy is abundantly available; when our natural resources and our waste are efficiently managed; when the destruction of biodiversity has ceased; when many new jobs are available in environmentally friendly industries; and when there is effective global co-operation to resolve environmental problems. ##### Balancing our energy and environmental needs Pollution has accumulated due to violation of Natural Law by past generations . Many of the habits of thought and methods of action that created this pollution persist today. The design of most towns and cities and the practices of our industries are adding to the problems of pollution. Britain's standard of living, economic vitality and quality of life depend on maintaining proper balance among our energy, material and environmental needs . However, Britain relies heavily on fossil fuels and lacks an adequate long-term plan for energy conservation and conversion to renewable, clean forms of production. Also, there are inadequate long-range policies to conserve our natural resources and there is a lack of al programmes capable of training people to live spontaneously in accord with all the laws of nature. The policies of the Natural Law Party will remedy these serious deficiencies. ### 2. EDUCATIONAL PROGRAMMES TO DEVELOP CONSCIOUSNESS The biggest obstacle to a balanced policy is lack of complete knowledge of the environment , its complex inter-relationships, and the effect of human activity on it. As a result, most initiatives to safeguard or improve the environment are, at best, unpredictable or partial in their effects. It is impossible for human intelligence to comprehend all the complexities of the global environment. Therefore, violation of Natural Law has been inevitable, and the accumulated stress arising from violation of Natural Law inevitably creates the imbalances that result in environmental problems and natural disasters. Only cosmic intelligence can resolve this dilemma. Fortunately, it is possible for human intelligence to gain access to cosmic intelligence. Through Transcendental Meditation, individual awareness experiences pure consciousness, the total potential of Natural Law - described by quantum physics as the Unified Field of all the Laws of Nature. This experience enlivens the Unified Field of Natural Law - pure consciousness - in the individual's thought and action. As consciousness is the most basic element in life, everything in creation is the environment of consciousness. Enlivenment of consciousness will improve the creativity of every grain of creation, and of every individual and group in society. Improved creativity on all levels will eliminate pollution from the environment created by the less developed creativity of previous generations. It is true that all individuals are responsible for the environment that they create around themselves. But the environment of every individual is also influenced by the collective creativity of all the people in each city, country, and the world. The Natural Law Party possesses the knowledge of Natural Law necessary to eliminate the pollution accumulated through the violation of Natural Law by past generations. It supports educational programmes, such as the Transcendental Meditation technique and Yogic Flying, that enliven the evolutionary, creative qualities of Natural Law on all levels of life - individual and national. ### 3. ENERGY CONSERVATION: RENEWABLE, NON-POLLUTING FORMS OF ENERGY PRODUCTION AND USE OF NON-POLLUTING RAW MATERIALS The Natural Law Party will provide incentives for domestic and industrial conversions to systems using renewable energy sources. We would like to see a much more vigorous approach to solar power generation, both photo-voltaic (for production of electricity) and thermal (for production of heat). The privatisation of the power industries has led to a reduction in research, and there has been a growing dependence on natural gas to fulfil Britain's power requirements. The Natural Law Party sees the urgent need for further research into renewables and diversification in the areas where we as a nation are consuming power. The privatisation of the power industry has also led to serious social problems especially in the less wealthy areas of society. Programmes involving, for example, prepayment of domestic fuel bills need to be carefully assessed for their economic and social impact. Deregulation of public transport, especially buses in cities, is leading to some serious congestion and pollution problems. ### 4. REGENERATING THE ENVIRONMENT OF BRITAIN'S TOWNS, CITIES AND COUNTRYSIDE The Natural Law Party also promotes highly integrated systems for the built and natural environment, based on both ancient and modern sciences of architecture and planning, in order to establish life in full accord with Natural Law. These include: * design and orientation of buildings to gain maximum support of Natural Law for the occupants, * building construction that provides adequate natural lighting and ventilation and uses non-toxic building materials, * town planning that ensures ample green space, low noise and air pollution, low stress and crime, and the growth of community spirit and civic pride, * parks with beautiful lakes, fountains and trees, * ideal villages and towns around the outskirts of the cities to decongest the inner cities, * community forests on the outskirts of towns and cities for improved biodiversity, landscape quality and opportunities for access and recreation. In addition, the Natural Law Party's policies support the proper management of National Parks and Nature Reserves; waterways, lakes, and seas; natural resources; manufacturing and waste disposal; farmland and forests (refer to section on Housing and National Planning ). ### 5. REVITALISING THE ECONOMY-CREATING JOBS WHILE SAFEGUARDING THE ENVIRONMENT The Natural Law Party believes that protecting the environment and creating new jobs are not contrary principles. Certainly the government should not promote jobs that contribute to the widespread destruction of our national resources and environment. In the long-term, such jobs are as dangerous for the economy as they are for the environment. However, there is no reason to assume that the creation of more and better jobs need have a damaging effect. On the contrary, there are many new jobs and new industries in renewable , sustainable agriculture and forestry, and other fields that will further the interests of both the environment and the economy. As technology changes and as Britain's needs evolve, it is natural that business, industry, and employment also shift to reflect these changes. To subsidise and promote outmoded jobs and industries simply obstructs the evolving nature of our economy and ultimately constitutes a drag on it. A Natural Law government would promote a healthy economy by promoting new industries and new jobs that serve the evolving needs of both our society and the environment. In short, the Natural Law Party wants to make Britain a world leader in environmentally friendly industries. From the implementation of this policy, we anticipate a net increase in jobs. ### 6. EXTENSIVE RESEARCH SUPPORTING THE ENVIRONMENTAL POLICIES OF THE NATURAL LAW PARTY Extensive research on Transcendental Meditation has shown many benefits of the practice relevant to a sound national energy and environment policy. Studies have found higher levels of moral reasoning; greater ability for broader comprehension simultaneous with the ability to focus sharply; increased integration of self with the social environment; improved perception and memory; and increased intelligence. In addition, more than 40 studies on the Maharishi Effect - the influence of coherence in collective consciousness created by group practice of Transcendental Meditation and Yogic Flying - have found improved quality of life throughout society. (For references, see section entitled A Group for a Government ). Other research suggests that renewable sources will soon be economically competitive with fossil fuels. Studies in the US and Britain have shown that existing energy efficiency technologies could significantly reduce the use of fossil fuels and also electricity, allowing for the more rapid development of renewable technologies at a net cost saving (Union of Concerned Scientists, "America's Energy Choices"; Electric Power Research Institute, Romm, "The Economic Benefits of Combatting Global Warming", 1992). CLOSING DOWN THE NUCLEAR INDUSTRY TO PROTECT LIFE AND THE ECONOMY The dangers posed by long-lived radioactive nuclear wastes and potential nuclear accidents argue against present-day nuclear technology as a major component of Britain's long-term energy future. The problem of finding suitable long-term repositories for nuclear waste in Britain has not been solved despite the expenditure of over 200 million on site investigations. Even when a suitable site is found, there is the basic human factor - people in Britain do not want nuclear waste stored in their own back yards. Experimental nuclear technologies, such as advanced converters and breeder reactors have the severe disadvantage of producing weapons-grade nuclear materials as by-products, leading to insuperable problems of nuclear weapons containment and non-proliferation. It is clear that nuclear power is completely unviable economically. In the long run, taxpayers will have to pay enormous amounts for the safe disposal of nuclear waste and the decommissioning of nuclear power stations. These costs are not included in current charges for electricity generated by nuclear power. For these reasons, the Natural Law Party does not support the use or development of nuclear energy. POLLUTION-FREE TRANSPORT The United Kingdom has one of the highest levels of vehicle smoke and soot emissions in the European Union. Air pollution hospitalises 20,000 people a year in Britain, the primary pollutants being "particulates" emitted by road vehicles. By promoting appropriate research the Natural Law Party will vigorously explore suitable pollution-free means of generating power for transport, such as solar power and energy from vegetable oils, in order to reduce and eventually eliminate the dangers to human health and the environment caused by the use of fossil fuels and nuclear based energy. As well as air pollution, attention will also be given to reducing noise generated by road traffic, particularly heavy goods vehicles. The Natural Law Party will promote not only the use of energy sources for transport that are pollution-free, but also the development of advanced transport technologies (such as the use of energy-storing high-speed flywheels) that are more durable and environmentally friendly. Where environmentally and economically acceptable, schemes to reduce the amount of through traffic in our towns, cities and villages will be promoted. Development and construction strategies will also be promoted which seek to minimise pollution, and which create a balanced and harmonious natural environment for living and working. These strategies will include the increased promotion of alternatives to car based transport within urban areas, such as "park and ride" schemes. In common with our policy on the economy, our policy on transport puts the health and well-being of every individual before money and profits. <> ### 2. REDUCING THE AMOUNT OF TRAVELLING NECESSARY It is neither practical nor acceptable to limit car ownership or to penalise car usage excessively. A more fundamental solution is needed. policy needs to include a wide range of factors, such as the changing patterns of employment and work, the size and design of towns and cities, and population distribution patterns. Two of the main causes of road congestion today are: firstly, the prevalence of long commuting distances to work, and secondly, the excessive reliance on car based transport within urban areas. Also see section on Housing and National Planning . Quite apart from the question of road congestion levels, which have resulted in traffic speeds in our larger cities often no faster than those at the beginning of the century, daily work-commuting patterns now consume large amounts of natural and human resources - energy, materials, time, and money. However, new technology and changing patterns of work in the nineties mean that much of this waste is no longer necessary. The spread of information technology, for example, means that people can now increasingly work from home while businesses can often organise their enterprises in ways which no longer require a single large centrally located facility. Both these factors can help to reduce the need for excessive travel by the workforce. The Natural Law Party will encourage and give further impetus to these trends. <> ### 3. LONG-TERM NATIONAL STRATEGY In addition, the Natural Law Party will promote initiatives that make it easier for people to work closer to home and to gain better access to locally produced goods and services. Combined with its economic development strategy ( see Economy section ) the Natural Law Party will provide guidance to planning authorities for the establishment of more locally-based economic and social structures - integrated development and construction schemes where housing, business activities, leisure, education and health care are located in ways that reduce the need for travel ( see section on Housing and National Planning ). REVITALISING THE RAILWAYS The Natural Law Party will seek to encourage rail transport in order to reduce air pollution and road traffic congestion, although it must be recognised that the rail network can principally only fulfil major linkages between urban centres that are already connected by rail. Since 1964 the proportion of national freight transported by rail has fallen from 13% to just 5% and road congestion is currently estimated to cost the nation £19 billion per year. It is estimated that by 2005 a third of the motorway and trunk road network will suffer chronic congestion. The Natural Law Party will encourage the return of freight to the railways because of their special suitability for freight transport. Integration of freight facilities with local road networks will be vital for this purpose. Integration of the railway network with other components of the public transport system for personal travel will also be encouraged in order to reduce car usage. Subject to appropriate regulation to protect the interests of consumers, and in accordance with its general intention to reduce the role of government in unnecessary areas at taxpayers' expense, the Natural Law Party supports the return of the railways to the private sector and will not seek their re-nationalisation. <> ### 1. BETTER SOCIAL SERVICES AND LESS NEED FOR SOCIAL SECRUITY A Natural Law Party government will give more than just cash payments to those in need of social security: our policies are designed, and scientifically proven, to help people to develop their natural creative intelligence, improve their health, and have more support of Natural Law. People will then naturally achieve more and be more self-sufficient, so that in most cases government help will no longer be necessary. Although most people will neither want nor need government help anymore, the Natural Law Party will make sure that those people who need financial and other help will receive all that they need, eg. the disabled and those with long-term health needs. This will be possible because of the savings to government expenditure resulting from our proven programmes to reduce crime, sickness and other problems. By reducing public spending in other areas the Natural Law Party will make sure that those people who still need financial and other help will they get all they need. Because problems start at a local level, they can best be solved by people working at local level, so the Natural Law Party will give local organisations more authority and responsibility. Local groups know what is best and they can give the best care to those who need it. Underlying all these policies, the Natural Law Party's programme to create an integrated national consciousness through the group practice of Yogic Flying will eliminate stress and generate a powerful influence of positivity and harmony in society. (See section on A Group for a Government .)In this nourishing atmosphere there will be a better community spirit and families will become stronger. People and organisations will naturally care more for those who need help. The voluntary sector, which plays a major part in resolving individual and social difficulties, will be promoted and encouraged with appropriate financial support. <> ### 2. STRENGTHENING FUTURE GENERATIONS The happiness and health of our mothers are the basis of the happiness and health of the whole country. It is vital that the mothers of Britain's children are never under stress. Stress on the mother jeopardises the proper development of the child. Weakness in the child leads to weakness in the nation, such as delinquency, unemployment, family breakdown, drugs and crime. Above everything else, children need the love and warmth of their mother at home rather than merely carers and day nurseries. When children have the benefit of a stable and caring home environment, they are stronger and more integrated and balanced throughout their lives. A working mother loses the royal freedom that she enjoys at home. She often experiences stress and fatigue at work, and then has to fit another day's work in the home into her evening hours. She finds it difficult either to relax herself or to give her children the calm and loving attention she wants to give them. Therefore a Natural Law Party government will make it possible for mothers to avoid having to work outside the home through special tax incentives, allowances and other means. #### Strengthening the family Other ways in which the Natural Law Party will strengthen the family are by providing: * a slightly shorter working day so that people have more time to enjoy their families and their personal and social lives; * prevention-oriented health education and natural medicine to reduce illness; * "A Group for a Government" to neutralise the demoralising and destructive trends which threaten family life, such as gambling, and drug and alcohol abuse. Mothers will not have to work outside the home, thereby ensuring the and happiness of our children and safeguarding the nation's future Mutual support of all generations Natural Law Party policies will reduce the generation gap. Social and family values will strengthen through the enlivenment of Natural Law and all age groups will begin to support each other more. Older people's desire to nourish the younger generations will be balanced by the natural desire of younger people to take care of and support every need of older people. Every age group makes a vital contribution to society: we need the energy of youth and the wisdom of age. The Natural Law Party will give older people the chance to speed up their own growth to higher states of consciousness while at the same time enlivening the nourishing power of Natural Law throughout society. We will all enjoy a better quality of life and the reduction of social problems. <> ### 3. ENSURING HUMAN RIGHTS AND HARMONIOUS RACE RELATIONS Violation of human rights is violation of Natural Law. The most free and complete expression of human rights is thought and action spontaneously in accord with Natural Law. Rights for every individual, and social justice for every group - including the rights of all ethnic and cultural groups - can be ensured only by enlivening Natural Law on the individual and collective levels and bringing all behaviour spontaneously in accord with Natural Law. This can be achieved through the programmes of the Natural Law Party. The Natural Law Party recognises the natural birthright of every individual to realise his or her full potential and enjoy the full support of Natural Law. Our educational programmes will provide this most basic human right. We also recognize that human rights can never be ensured unless social tension is relieved by eliminating stress from collective consciousness. When this is achieved through the Natural Law Party's coherence-creating programme, justice, equity and tolerance will be spontaneously guaranteed for everyone. <> ### 4. RESOLVING THE PROBLEM OF ABORTION Natural Law is always nourishing to life. The problems associated with abortion cannot be solved through legislation. Around the world, different countries have adopted a spectrum of legislative positions on abortion, but in none have the problems been solved. It is clear that a deeper approach is needed. The solution involves tackling both levels, individual and societal. The Natural Law Party's programme to create coherence in the collective consciousness reduces stress and creates a more balanced state in society, bringing life in tune with Natural Law. For the individual, through proper education everyone can grow in higher states of consciousness and complete knowledge of Natural Law, so that all of life becomes more balanced and fulfilling. By implementing these strategies, unwanted pregnancies can be avoided, together with the stress and internal conflict they inevitably cause. <> ### 5. OLDER PEOPLE SHOULD BE THE GUIDING LIGHT OF THE COMMUNITY The older generation is a fund of wisdom and experience, of great potential value to immediate family and society as a whole. The knowledge, experience and maturity of our senior citizens can contribute to many areas of life, including education, the law and justice system, and in sustaining the fabric of the family and the community. We promote a system of natural health care proven to reduce the amount of medical care needed, particularly among older people. Under a Natural Law Party government elderly people will grow in enlightenment whilst at the same time enjoying doing the maximum possible to increase the nourishing power of Natural Law in society. ##### Energetic, y, self-sufficient The system of natural health care advocated by the Natural Law Party is prevention-oriented. Research has shown that it leads to a 50% reduction in the need for medical care. For those over 40, the reduction is even more marked, rising to 68%. Retired people using this proven health care system find improvements in their , well-being and mental clarity and live longer. They become more self-sufficient and so less dependent on others and the whole community enjoys the benefits of their wisdom and experience. Natural Law has two values: its holistic value through which the entire universe is administered according to the principle of least action; and its specific variations which are lively in localised regions of time and space. The holistic value of Natural Law maintains unity and integration among all the diverse specific values of Natural Law. By enlivening in national consciousness the Unified Field of Natural Law, the Constitution of the Universe, which is the source of both the holistic and the local laws of Nature, the Natural Law Party's programmes nourish cultural diversity while simultaneously strengthening the unity between all cultures. When each cultural group is strong within itself then it will not feel threatened and can live in harmony with its neighbours. Likewise, every religious group will flourish, and conflict between religions will come to an end. This will lead to a strong and integrated nation. Art is a celebration of life and great art can give us direct experience of the deepest values of life. This is why there is such a natural attraction to the arts. The Natural Law Party will introduce new elements from Maharishi's Vedic Science into the study and practice of the arts which will enliven the full potential of creative intelligence in individual awareness. This will promote all creative styles while allowing distinctive cultural perspectives to retain their own individuality and status. The Natural Law Party will actively promote the best of existing styles of creative expression in all areas of art, design and performance. At the same time, we will promote the great variety of cultural values present in Britain today from all over the world and from various times in the past. Through a great range of exhibitions, rides, displays and shows, using the ultimate in modern technology, ancient wisdom, and magical illusion, the Vedalands will entertain the senses, stimulate the intellect, arouse the emotions, and enliven consciousness. #### Libraries, art galleries and museums The Natural Law Party supports the development of greatly enhanced library facilities for the whole population, using all aspects of modern technology and communications. We will ensure that the total range of knowledge of Natural Law, both modern and ancient, is available to everyone. Likewise, the Natural Law Party will encourage support for art galleries and museums, and ensure that the very best facilities are available for maximum appreciation of the rich diversity of culture, ancient and modern. <> ### 5. ROLE OF THE MEDIA The content of the national print and broadcast media inevitably reflects the quality of life in society as a whole. We cannot blame the media alone if their reports are dominated by negative and depressing material. The Natural Law Party, along with the majority of the population, would like to see more emphasis on positive reporting in the media, but our approach is more fundamental than mere persuasion or legislation. Through the implementation of the full range of policies of the Natural Law Party, the life of the nation will be transformed, glorifying all aspects of the inner and outer life of everyone. The increased creativity, inspiration and happiness in national consciousness will naturally be reflected by the media. When the nation is transformed into a more loving and supportive society, then the media will reflect that transformation in terms of more positive reporting, greater inspiration and greater justice to all people. The Natural Law Party believes that the media should not be in the hands of either the government or the opposition. It should be fully independent.In this way, it can fulfil its own long held and laudable goal to reflect equally and impartially the views, hopes and aspirations of all the groups that make up our nation. <> ### 6. NEW SOURCES FOR THE FUNDS THAT ARE CURRENTLY BEIING RAISED BY THE LOTTERY The Natural Law Party believes that the national lottery, which encourages gambling and thereby destabilises the hearts and minds of the people, is not an appropriate means through which the government should raise funds. To provide additional funding to the areas currently supported by the proceeds of the national lottery, we will encourage local and national initiatives to raise sponsorship and donations. Such an approach to the funding of the arts and other areas will involve people more deeply because they will see more directly the benefits of their contributions. This will help to create a more loving and supportive society. <> ### 7. ENCOURAGING PARTICIPATION IN SPORTS A Natural Law Party government will encourage individuals of all ages to take part in sport for the sake of their , vitality, psycho-physiological balance and social well-being. Different individual constitutions are suited to different sports. Therefore a greater range of sporting facilities will be made available to the public to meet the demands of different groups. We will develop local and national initiatives to fund both the facilities and the training in different sports. In particular, we will ensure that Britain's sportsmen and women are not left trailing behind their international competitors because of inadequate support. <
